The North Carolina Department of Transportation (NCDOT) will improve the intersection of NC
211 and SR 1001 (Shannon Rd) in Robeson Counry. The total project length is 0.464miles.
The purpose of the project is to improve safety at the intersection of NC 211 and SR 1001
(Shannon Rd). The need for the improvements is supported by crash data. The total crash rate
for the period of 2008 to 2010 for NC 2ll in the vicinity of Shannon Rd was 298.72 per 100
million vehicle miles (mvm) of travel. This is higher than the State wide average crash rate
(177.15 mvm) and the critical crash rate (239.11 mvm) for a two-lane, undivided highway. With
the exception of fatal crashes, the crash rate in all other categories (non-fatal injury, night and
wet) are higher than the comparative State wide average and critical crash rates. The fatal crash
rate (7.11 mvm) is higher than the State wide average (2.02 mvm) but, lower than the critical
crash xate (11.81 mvm). W-5206N is a Spot Safety Project that has been included in the Draft
2013-2023 State Transportation Improvement Program (STIP). The overall project includes
rumble strips, guardrail, safety and lighting improvements along with turn lanes and supex
elevation of curve. The project will require the extension of a 7'x5' RCBC and impacts to
jurisdictional wetlands as shown below:

Constniction of this project will requixe impacts to wetlands and waters of the United States in
thc Lumber River Basin. Bottomland Swamp wetlands are adjacent along the roadway, as well
as an unnamed tributary to Raft Swamp, (WS-IV; Sw). "l�he projeet is located within the
03040203 Hydrologic Unit, sub basin 03-07-51.
Permit Site #1 is located from Station 12+57 through Station 16+97 (-L-). The wetlands have
been identified as Bottoinland Hardwood Forest. In order to complete the proposed work,
0.01 acres of wetlands will be filled while 0.05 acres of wetlands will be Hand Cleared. Within
this area, silt fence will be installed at the toe of slope.
Permit Site #2 proposes impacts to wetlands, stream and surface waters. This section is within
a curve and will be widened from a 24 foot roadway to 48 feet (2-12ft Yravel lanes, 1-12fC turn
lane and a 6ft painted median). At Station 28+gg, the existing 60 LF Tx5' RCBC will be
extended to accommodate the roadway widening. The RCBC will be extended 15 LF on the
downstream end (intermittent stream impact) and 21 LF on the upstream end (surface water
impact 0.01 acre). 34 LF of temporary stream impacts will occur on the downstreain end for
dewatering and minar grading and stabilization.
Permit Site #3 is located at Station 35+00 and will impact a 0.01 acre wetland area. In this
area, the roadside ditch will be relocated due to the widening of NC 21 L Hand clearing will take
place along the area.
RESOURCESTATUS
In general, there will be minor impacts proposed as a result of the replacement of the culvert
along NC 211 in Robeson County. A Nationwide Permit #14 / NCDENR 401 WQC 3886 is
required for the project.
Endangered Species: Plants and animals with Federal classification of Endangered (E) or
Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered
Species Act of 1973, as amended. As of December 3, 2012, the U.S. Fish and Wildlife Service
lists three (3) federally protected species for Robeson County.

A biologieal conclusion of "No Effect" was reached for a11 species during the August 16, 2013
survey for protected species. Protected species were not identified, nor, was the general habitat
for each species identified.
REGULATORY APPROVALS
Application is hereby made for a Department of the Army Nationwide Permit 14 / NCDENR 401
WQC 3886 as required by the above-described activities.
The National Register was xeviewed in addition to conducting a field view of the project for
significant historic features.
The project impacts are minor in nature and should not remove or degrade existing water quality
uses. Pipe sizes proposed are the minimum necessary to create a safe highway while
accommodaYing the 25-year design storm. There is no record within the NCDOT District 1
Office (Robeson County) that the road experiences flood overtopping. By utilizing the erosion
control measures, downstream water quality standards will be protected. All appropriate BMP's
will be utilized during construction.

NC 211; a major collector road and SR 1001 (Shannon Rd); a minor collector road are both 2 lane undivided roads.
Shannon Rd sits at a skewed intersection within the horizontal curve of NC 211. There is a flashing yellow caution light at
the intersection.

High volume of road crashes necessatiates the need forturn lane increase, shoulderwidth and addition of guardrail. The
culvert is within the area of the curve and must be extended to accomodate these improvements.

Impacts will be minimized as much as possible. The culveR will be replaced utilizing a track-hoe excavator. While front
end loaders will place fill material in wetlands. Eventually a motor grader will f nish grade the project prior to paving.
