I agree that Site 2 was questionable. According to GIS it does become a blueline stream further
downstream, Charles Creek (SA HQW). I didn't think it would score more than 19 on the DWQ stream
form because it was a weak natural valley, straight and dry. Stoney, we should probably fill out stream
form to confirm a call....my bust we should have done that when we were out there.

I would like to make this as painless as possible. That said I took your maps and overlaid as best I
could the project to Lidar, see attached.
I would agree on all accounts but I am just not sure about site 2. I say that only because the lidar
image shows a fairly lengthy valley position upstream of the crossing which I would expect in a natural
system. Also according to Lidar the drainage area appears to be approximately 11 acres very close to
what you would expect for an intermittent stream system. In otherwords it does not appear that this
feature has been rerouted or extensively ditched. In a lot of cases those features which are considered
tributaries not requiring mitigation are those finger extensions from something that clearly was ditched
downstream. I am not convinced by lidar this feature fits that scenario.
Did you happen to take any pictures or could you provide any more descriptors that lead you all to the
current assessment?

Hey Mary,
Anneliese, Celia, and I met with Mason yesterday June 5, 2013 to review the five sites from the
attached maps that you provided. The following resulted from the meeting.
Site 1 It appears that no jurisdictional features are present in the review area of site 1
Site 2 It appears that both ends of the cross line are jurisdictional within the review area. This feature
appears to be a jurisdictional tributary for which we would likely not have to mitigate for impacts.
Impacts would have to be permitted.
Site 3 It appears that no jurisdictional features are present in the review area of site 3
Site 4 It appears that beginning at the outlet end of the cross line and continuing in the downstream
direction off of the ROW, the feature is a jurisdictional tributary for which we would likely not have to
mitigate for impacts. The ditch subject to relocation and associated driveway pipes appear to not be
jurisdictional. A new ditch tie in below the ordinary high water mark of the tributary would be an
impact that would need to be permitted accordingly along with the other proposed impacts. There
appear to be no jurisdictional features on the upstream side of the road at this location.
Site 5 - It appears that no jurisdictional features are present in the review area of site 5
You will notice that there are a lot of appears above. The USACE will need to concur with these calls.
This project would likely need a Nationwide Permit 14 from the USACE and corresponding Water Quality
Certification 3886 from the NC Division of Water Quality for the 404/401 impacts. Also, we would need
to apply to NC Division of Water Quality Stormwater section for stormwater considerations. Also, we
need to submit to historic. Please let me know if you need additional information.

Would you please advise on whether an in water work moratorium would be required at the
referenced project site and if so what would be the applicable dates? I do not have good stream
dimension/water profile info for this at the moment, but from memory I believe this water body
was about 2-3 feet wide at water surface and around 6 -8 inches deep at some of its deeper spots
and really averaged around 3 to 4 inches deep; this is from recollection of my last visit which was
many months ago but I can obtain and provide more certain current data if it would make a
difference for your decision; please let me know if you need that info. This project proposes to do
2’ widening on each side of the road and as such would require the installation of a drop inlet and
pipe stub on the outlet end of the existing crossline in this apparent intermittent reach of Charles
Branch (SA HQW). This would require a Nationwide permit 14 from the USACE and Water Quality
Certification 3886 from NCDWR and as such this work would have to be done in a dry work area
with bypass pumping to maintain downstream flows, however, the work area would not be
traversable by fish (if any present) during the construction of the drop inlet and pipe stub. Please
see the attached maps and plan sheets (see site 2 on the plan sheet; this location is immediately
beside the fire station at Sneads Ferry). Please note that site 2 is what is encircled on the topo and
aerial map. Please let me know if you need additional information.

Hey Jessi,
I visited this site again on March 10, 2014. The stream at the requested location is approximately 2
feet wide by 3 inches deep on average in the near downstream area of our project location. I did
not see any fish in the stream at this location during my visit on March 10, 2014 and I was there for
several minutes performing a NCDWQ Stream Identification form evaluation. Please see the
attached pictures also taken on the downstream end of our project location. Please reply.

As we discussed, I visited the culvert carrying Charles Creek under Old Folkstone Road (Site 2) as
you requested on March 5, 2014 and have determined that the site is not within a CAMA AEC. This
project will not require a CAMA permit from the NCDCM. Please let me know if I can be of any
