There is another request in BIMS for v.7 but that will need to be a formal mod. They needed to expedite this one as the gas company is on site so we decided to issue this one separately. Construction of the Havelock Bypass has created a number of drainage and grading conflicts with this pipeline, and we modified the Havelock permits last year to account for certain changes in the plans. An additional permit modification will be needed for several small changes shown in the attached drawings. The temporary fill/hand clearing sides adjacent to the excavation at Sites 48 & 49, need adjustment. Basically, the impact types were flipped to align with construction methodology in the field. Wetland impacts increased slightly due to a different wetland file being used, as a result of uncertainty over the file previously used for impact calculations outside DOT ROW. The new file was provided by the PNG sub, which overlays almost perfectly with our older file (all three alternatives). Please also note the following – • For wetlands – the contractor will excavate, lay, and backfill a few hundred feet at a time to reduce the time the excavations are opened. We do not expect the excavations will be open for more than 3-4 days at most. • For the north section stream crossings (not wetlands) we will be required to have the stream banks and buffer areas restored within 24 hours of beginning work on the stream. The spoils should not be on mats longer than 24 hours in these locations. 1 Though the contractor asked us for a wider excavation width, to minimize impacts the width will remain at 6’ by employing the use of sheet piles in the impact areas on the south section along US 70 where only hand clearing is permitted b/w the PNG impact areas and the DOT impact areas. The same holds true at Sites 48 & 49. Due to timing and limited extent of the proposed impact changes, we are requesting that this be processed as an in-field modification if possible.
