The Division has reviewed and approved your request for coverage under the subject General
Permit. The Division hereby issues Certificate of Coverage (CoC) NCG520107 to discharge under
wastewater General Permit NCG520000. This CoC is issued pursuant to the requirements of
North Carolina General Statue 143-215.1 and the Memorandum of Agreement between North
Carolina and the US Environmental Protection agency dated October 15, 2007 [or as
subsequently amended].
If any parts, measurement frequencies or sampling requirements contained in this General
Permit are unacceptable to you, you have the right to request an individual permit by submitting
an individual permit application. Unless such demand is made, the certificate of coverage shall
be final and binding.
Please take notice that this Certificate of Coverage is not transferable except after notice to the
Division. The Division may require modification or revocation and reissuance of the certificate of
coverage. Contact the Mooresville Regional Office prior to any sale or transfer of the
permitted facility. Regional Office staff will assist you in documenting the transfer of this
CoC.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended, the
Blythe Construction, Inc.
is hereby authorized to discharge sand dredging wastewater from the following facility:

to receiving waters designated as the Buffalo Creek [stream segment 9-53-(5)], currently
classified as C waters in sub -basin 03-08-05 of the Broad River Basin, in accordance with
the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II,
III and IV hereof.
This certificate of coverage shall become effective October 22, 2018.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

RE: The Lane Construction Corporation NPDES Permits in North Carolina
Dear Ms. Thedford,
We write to notify North Carolina Department of Environmental Quality Division of Water
Resources that, as announced on August 20, 2018, The Lane Construction Corporation
("Lane") has entered into an agreement to sell its Plants & Paving business to Eurovia SAS.
Eurovia SAS is a subsidiary of the VINCI Group and, through its United States subsidiaries,
Hubbard Construction Company and Blythe Construction, Inc., one of the leading asphalt
producers in the southeast United States.
As a result of this acquisition, permits issued for Lane's Plants & Paving facilities and operations
will need to be transferred, reissued or issued to Eurovia SAS or one of its subsidiaries at the
time of closing. Closing is expected to occur on or about November 1, 2018. We will provide
you notice of the closing date, once it has been determined.
Pursuant to the applicable requirements for the NPDES Permits NCG160000, NCG080000,
NCG070000, Part III, Section B general condition 2, and NCG520000 Part II, Section E general
condition 4, please find enclosed applications for the transfer of the Certificates of Coverage for

Dear Mr. Poupart, Ms. Grzyb, Ms. Rodriguez, and Mr. Kebede:
This letter follows up on the meeting on Friday, August 24, 2018 among representatives of
Novozymes North America, Inc. ("Novozymes") and the Department of Environmental Quality
and my letter to the Division of Water Resources (the "Division") dated August 30, 2018 that
recounted the meeting. As forecast in my August 30 letter, on September 26, 2018,
representatives of Novozymes North America, Inc. ("Novozymes") and Dewberry Engineering,
Inc. ("Dewberry") met with Teresa Rodriguez, Bing Bai, and Adugna Kebele of the Division of

Water Resources (the "Division") to discuss water quality modeling for Cedar Creek as the
proposed receiving stream related to NPDES Permit Application NC0089621 (the "Permit
Application").
Prior to the meeting, Division representatives were provided with Dewberry's QUAL2K Cedar
Creek model for review. The objective of the September 26 meeting was to resolve any
outstanding comments from the Division regarding the Cedar Creek model. Accordingly, with
regard to the Cedar Creek model, the Division, Novozymes, and Dewberry agreed that
Novozymes will:
1. Field calibrate the base line model, including information from the Franklinton Branch
tributary;
2. Use the field calibrated base line model to perform a sensitivity analysis on
parameters that affect the DO recovery profile. Parameters discussed will include
temperature, in -stream headwater nutrient concentrations, point sources, and
reaeration methods, i.e. USGS Channel Control or constant aeration method. The
analysis will be included in a revised model report;
3. Provide a new low flow 7Q10 model using both the field calibrated model and the
Cedar Creek 7Q10 as calculated and provided by the USGS; and
4. Submit to the Division a revised QUAL2K model report for discharge to Cedar Creek.
Novozymes will submit the revised QUAL2K model to the Division on an expedited basis and
requests an expedited review by the Division. Thank you again for your time and efforts
regarding review and processing of the Permit Application. Please let us know if there is
anything you would like to add or clarify regarding the contents of this summary of the meeting
from September 26, 2018. We look forward to working with the Division toward issuance of a
draft NPDES permit.
