Wasteload Allocation Summary
(approach taken, correspondence with region, EPA, etc.)
Falls Powerhouse discharges below Falls dam and below the dam at Badin Lake. Per DWR
(5/92), no minimum release exists in their 1958 FERC license, although a release of at least 150
cfs from Blewett Falls (many miles downstream) is to be maintained. Previous WLA's for these
discharges stated that Yadkin Inc. was required to maintain a minimum release of 1400 cfs from
Badin Lake (This may be self-imposed and will be used by TSB).
This WLA was previously permitted under NC0076775-001. ALCOA is consolidating several
outfalls under one permit.
The facility had been meeting its limits until 2/92. It has problems with underloading; ALCOA is
considering going to a subsurface disposal system.
Due to "B" waters classification, Fecal coliform limits must be applied.

Cooling Water Outfalls and Sump Drain Outfalls
After discussion with Mike Parker of the Mooresville Regional Office (MRO), the cooling
water discharges from the powerhouses should receive the standard cooling water
language. This applies to any generator cooling water, thrust bearing cooling water, and
any other type cooling water. Please refer to the staff report when assigning outfall
numbers for these discharges.
BMP's will be employed for the discharge from the sump drains at the powerhouses. The
MRO recommends no effluent monitoring for those outfalls. Technical Support concurs
with this request, as long as the facility continues to change the oil absorbent pads at least
quarterly and cleans the oil sumps at least annually, as suggested in their BMP's. Because
the discharges are below the dams on the Yadkin River, minimal impact is expected from
the sump drain outfalls.
The domestic discharges for Falls Powerhouse (NC0081922) and Narrows Powerhouse
(NC0081957) are addressesed in separate wasteload allocations.

The Division has received and reviewed your request for modification or waiver of
monitoring requirements. In January of 1984, the Division enacted new minimum monitoring
requirements that apply statewide to all facilities. These new monitoring requirements have
been incorporated into permits as they became eligible for renewal or upon 60 days notice for
those facilities which have a questionable compliance status. The old monitoring frequency was
insufficient to allow the Division to accurately determine the compliance status of most
facilities. In addition, the new requirements have abolished many of the unnecessary influent
and stream monitoring requirements. In accordance with Title 15, North Carolina
Administrative Code (NCAC) Section 2B .0508(b) (1), the Director of the Division of
Environmental Management may modify or waive any of the tests and measurements, sampling
points, or frequency of sampling requirements. Accordingly I have decided to grant your request
for at least twice per month monitoring for all parameters. Attached is a revised effluent sheet
which reflects the requested changes. This sheet should be inserted into your permit and the old
effluent sheet should be discarded.
If any parts, measurement frequencies or sampling requirements contained in this
permit are unacceptable to you, you have the right to an adjudicatory hearing upon written
request within thirty (30) days following receipt of this letter. This request must be in the
form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes,
and filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North
Carolina 27611-7447. Unless such demand is made, this decision shall be final and binding.
