Gear/ Speed Reducer
This is the part that operates the clarifier rotating arms. This part is no longer made.
We initially used the interior clarifier's gear box to repair the external clarifier.
We have rebuilt the box two times before the shaft broke.
Attaching pictures of the gear reducer. Originally made by Perfection Gear. They
Were purchased by Winsmith Company.
I have also referred to these parts as clarifier motors and clarifier drives.
David is searching for the replacement part.
The Gear/Speed Reducer is a side feed and the shaft comes out the top. Reducers available have the shaft
coming out the bottom.
We need two Gear/Speed Reducers
1 have attached pictures 1,2,3,and 4 of the information I have on this part.
Return Pumps
The clarifier return pumps return sludge from the bottom of the clarifier back to the head of the treatment
process.
We have used the pumps at the plant available to replace.
David installed a temporary pump in the clarifier that is returning the sludge.
Attached are pictures 5 and 6 identifying one of the pumps.
This is the pump that 1 was told to call Elizabeth City Electric Rewind for rebuild and to have one more like it
sent to have two pumps available for both the internal and external clarifiers.
My e-mail I sent said motor not pump when identifying a repair through Eiiz. City Elect. Rew. We have been
talking for months on finding an immediate repair for the Gear/Speed Reducer or as I have said in the past
Clarifier Motor. I am not aware of a release of the repair of the pumps. If I confused the two, I apologize.
Financial relationship with Elizabeth City Electric Motor Rewind.
He rebuilt the Dory Lift Station Pumps
He rebuilt one or two blower motors
The last transaction was that we purchased a new blower motor through him and took more than 60
days to pay. It may have gone close to 90 days. He was not happy and was calling twice a week at the
end.
I would appreciate that you contact him directly and advise us on how to facilitate the delivery.
Filter Repairs

The space available between Clarifier and exterior wall 11.5 feet
The garage door opening, with the door cut loose, would be about 11.5 by 11.
removal of media and solids from the filter by today or tomorrow.
You will need to have Mark Bissell provide the fitter sand specifications for the replacement media. HE will
have to determine and approve if your sand from the sand pit can be used.
Not Calling to let Rob Tankard in the plant
Robert contacted David, David was only thinking about when he could accommodate Mr. Tankard.
if you want to make arrangements to meet with Mr. Tankard or have David co-ordinate a meeting either on
site or in Washington, David would be glad to accommodate.

Due to COVID, NCUC has gone to an all electronic filing system,
I need the Kinnakeet WR Docket Number to inquire further on e-filing for a rate increase. If I could please have that
by end of the day so I can call the Chief Clerk's office Thursday.
Once an account is set up, we can file a letter if intent. After the letter is filed, we have thirty days to file the
application.
I have attached the information on setting up an efiling account. I have also attached rate increase application.
When looking at the application, I think we need to add an exhibit using page two (income expense) and
demonstrate on the exhibit what the required operating expenses should be but the plant cannot afford.
We will need to cost and itemize improvements required to be in compliance with DENR.
David can help provide most estimates, but not on the roof. We will need to have someone quote a roof repair.
The application will go through review. I have seen where some applications are re -filed to make changes.

Please find attached the letter of intent to file a rate increase for the Kinnakeet Utility. I have also attached a copy of
a letter form KDH filed previously.
Changes from the KDH letter is that only one letter needs to be filed.
If you could please provide changes that you want to make or any additional information that needs to be added, I
will make changes and circulate for a final review.
I would like to file this letter as soon as possible and present a copy of the electronically filed letter in the DENR NOV
response.

Dear Mr. Tankard;
I am writing response to the Notice of Violation, issued February 15, 2021 for the Kinnakeet Shores
Waste Water Treatment System, Permit No. WQ0002284.
We have carefully reviewed the violations and are working to take the following actions to correct the
deficiencies.
Description of Violation:
End Use -Reuse:
Response:
The reclaim spray irrigation equipment does not work. All wastewater goes to
the infiltration pond. Last two visits, the turbidity meter has been
malfunctioning. Do not know if wastewater is diverted when wastewater does
not meet reclaimed standards.
The funds have not been available to make this repair to the irrigation
equipment. The Turbidity Meter, at the time of inspection, had a system error,
when cleared, resumed normal operation.
Treatment Clarifiers: Clarifiers were observed during the inspection and were not working.
Response:
The external clarifier's drive shaft broke and was repaired. The external clarifier
is operating. The plant operates on one clarifier under normal conditions. We are
working to find replacements to have a back up for the external clarifier and
restore the internal clarifier.
Standby Power: ORC stated that the generator wasn't currently working.
Response: Generator is not working. New batteries were purchased for the generator. We
are working to bring in an outside contractor to diagnose and repair.
Treatment Filters: The ORC stated that the traveling bridge filter is not working. Filter has not
worked now for
several inspections.
Response: The traveling bridge filter works on hand but not automatic. At the time of the
inspection, there was not enough flow in the plant to manually operate the
traveling bridge filter the full length and return as requested. When funds are
available, repairs will be made for filter to run in automatic mode of operation.
Turbidity Meter: Turbidity meter was showing a malfunction Tight at time of inspection. This light
has been on for the last two inspections.
Response: The turbidity meter was reset at the inspection and worked.
Permit Schedule Violations:
1.
The Permittee shall submit a permit modification by November 17, 2018, addressing the
following:
a. Several residences appear to be within 100 feet of the 5-day upset pond. Any residences that
are within 100 feet and were there prior to the permitting of the pond, must have a setback
waiver. [15A NCAC 02T .0506(d)J
b. Easements for all parcels not owned by the applicant specifically indicating the intended use
of the property and meeting the condition of 15A NCAC 02L .0107(f). [15A NCAC 02U
.0202(f)(3)]
c. Provide a table listing each irrigation field, property owner(s), and easement book and page.
d. A site map with a scale no greater than 1-inch equals 100 feet; however, special provisions
may be granted upon prior approval for large properties. At a minimum, the map shall include
the following information: i. The location and identity of each monitoring well. ii. The location
and major components of the waste disposal system. iii. The wetted perimeter of all irrigation
fields. iv. The location and ownership of property boundaries within 500 feet of the disposal
areas. v. The location of all wells, streams (ephemeral, intermittent, and perennial), wetlands,
springs, lakes, ponds, ditches, and other surface drainage features within 500 feet of all
facilities. vi. The elevation of the top of the well casing (Le., measuring point) relative to a
common datum. vii. The depth of water below the measuring point at the time the measuring
point is established. Viii. The delineation of compliance and review boundaries. ix. The minimum
distance for approved setback waivers. x. The date the map is prepared and/or revised. [15A
NCAC 02T .0108(b)(2)1
The plat originally filed with the state and Dare County has not been modified. We will request
drawings from engineer.
2. The permit dated March 14, 2018 required that the Permittee provide a functioning flow
meter for the reclaimed irrigation system and have the reclaimed water spray irrigation
system operational no later than August 1, 2018. Per Notice of Violation NOV-2018-PC-0311,
the Permittee failed to have the flow meter and reclaim irrigation system operational by
August 1, 2018. The Permittee remains in noncompliance with this permit condition and is
subject to daily civil penalty assessment until such time as compliance with this condition
has been met.
The Flow meter was replaced. The irrigation system has not operated, as evidenced in the
NDAR-1, since prior to 2005, As the funding is not available to repair/replace the irrigation
system and restore to full operation, it would be requested that this condition of the permit
be modified and removed until such time the funds are available for repairs/replacement.
3. The permit dated March 14, 2018 required that the Permittee install monitoring welts MW-
10, MW-11, and MW-12 prior to June 12, 2018. Per Notice of Violation NOV-2018-PC-0311,
the Permittee failed to install the wells prior to June 12, 2018. The Permittee shall install the
wells and sample the monitoring wells per permit conditions. The Permittee remains in
noncompliance with this condition and is subject to daily civil penalty assessments until such
time as compliance with this condition has been met.

4. Prior to April 1, 2019, the Permittee shall replace the tertiary filter media.
(see RESPONSE below)
5. Prior to March 14, 2020, the Permittee shall repair the damaged roof above the wastewater
treatment facility.
We would like to repair and re -skin the building, but as this not a treatment component to
the waste water plant and was installed for aesthetics for the community, I would ask that
this condition of the permit be omitted and the permit modified.
Response: The OuterBanks/Kinnakeet Associates, LLC does not generate enough funds from utility
revenues to pay ongoing normal operating expenses and can not afford the financial
requirements of this Notice of Violation to make repairs and upgrade. We have not
applied for a rate increase in 20 plus years and are still operating off the original rate
that was assigned day one. We are applying for a rate increase with the North Carolina
Utility Commission. Please find attached a copy of the letter of intent to seek rate
increase, electronically filed. We will seek an interim rate change while we are working
through the rate increase process.

Please find attaches an excel file with three tabs.
1. The reproduced Rate Increase Work Sheet
2. Annual required operating and maintenance expenses (if able to afford)
3. Capital Improvement expenses (estimated to be expensed over 10 years)
These need to be completed with numbers I do not have. taxes, permit fees, admin expenses.
I will continue to review with David maintenance expense details.
Update on Clarifier:
David and Jonathan have rebuilt the Clarifier and it is operating. He plans to put the clarifier on a timer to preserve
the life of the motor. He does have a clog in the return line that he is still working on where it sat for a while. The
return pump had failed and was replaced this weekend. Pump for replacement was on site.
We have a house for Pogie that is under construction that has no tap and one will need to be installed.
Location is 41197 Breaches Buoy. David, with the help of Poagie's crew looked for the tap over the weekend and no
tap was found.
Two clogs were cleared at Costen Light. Found and cleared before complaint.
Jonathan will be down tomorrow, would like to pick up the operating check and the $600.00 balance on the
February invoice.

We received a call yesterday evening on sewage backing up into the rental 41191 Windless Court.
This is the same home we received a call from pre -season that David and Jonathan responded to.
Pre season- Jonathan made the first response and found no outside running water to clear blockage,
home under construction. Repairs were being made by owner and property represented by No
Trespassing Signs.
David and Jonathan both responded the following weekend when owner was present. David identified
that the blockage was on the property owner's side of the service. David and Jonathan did provide
some relief at the time. Kinnakeet clean outs were verified and checked as well as man hole locations.
The blockage is on the home owner's property.
Last night's call presented with the same scenario. Outer Beaches Realtor, Roxanne, made initial call.
Advised last night to have the owner's cleanout cap remove to stop backup in cottage. Again,
verification the back up is on the owner's property and advised OBR to contact a plumber.

There are two required documents that must submitted with the letter and supporting documents of your choice.
The instructions are included as to where to send. This cannot be officially submitted electronically. It will need to
be post marked tomorrow and sent to the mail service center. 1 encourage it be sent FedEx or UPS Ground for
tracking purposes. If you want to send an electronic copy to Robert Tankard as a courtesy, that is ok, but it will not
