5. Directions to Site: Travel south on Hwy 701 to Tabor City,
and turn left onto the Hwy 701 Bypass. Travel 0.5 miles and
turn left onto dirt road. Travel 0.22 miles to the plant.

8. Topography: The plant site is relatively flat and is
approximately 75 feet above MSL.

Grissett Swamp

fishing.
PART II DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. a. Volume of wastewater to be permitted : 1.1 MGD
See Part III, Item 5 (6).
b. What is the current permitted flow limit? 1.1 MGD
c. Actual treatment capacity of the current facility :
The Town has had difficulty meeting effluent limits when
flow rates are above 0.7 MGD.
d. Date and construction activities allowed by previous
Authorizations to Construct issued in the previous two
years: None
e. Please provide a description of existing wastewater
treatment facilities: Influent lift station, bar screen,
grit chamber, "dual" aeration basins (one has four
floating 50 hp aerators, the other has two 25 hp
aerators), dual clarifiers, settling pond, post aeration
pond, chlorine contact basin with gas chlorination,
aerobic sludge digestion, and two sludge drying beds (for
drying of duckweed only).
f. Please provide a description of proposed wastewater
treatment facilities: The Town is proposing to install
a flow -equilibrated chlorine feed system and mechanical
bar 'screen.
g Possible toxic impacts to surface waters: Chlorine
toxicity may be a current problem, but the addition of
the proposed automated chlorine feed system should help
to alleviate this potential toxicity.

The Town is currently permitted to land apply sludge under
Permit No. WQ0001936. The permit became effective 7/27/90 and
expires on 10/31/94.

PART III - OTHER PERTINENT INFORMATION

4. Alternative Analysis Evaluation:
The land surrounding the plant site has suitable soil for
spray irrigation. It is unknown whether the Town has
sufficient resources for obtaining this property.
There are no other POTWs in the area available to accept the
Town's wastewater.
Subsurface disposal has not been evaluated.
5. Other Special Items:
The following items should be addressed prior to reissuance of
Permit No. NC0026000:
1) There are no functional high water alarms at the plant.
High water alarms should be required at the influent pump
station, the sludge return stations, and three of five
collection system lift stations without operable alarms.
2) Pipes connecting the settling pond and the post aeration
pond are near the bottom of both ponds. The pipes should
be repositioned to allow flow from the surface of the
polishing pond. This will decrease solids and ammonia
nitrogen losses from the polishing pond.
3) The containment wall of the distribution box connecting
the main aeration basin and the clarifier has only several
inches of freeboard above the normal operational flow. It
had recently overflowed. The walls should be built up at
least two feet.
4) Two of the five blowers in the aeration basins were
inoperable and need to be repaired.
5) The sludge return pump house walls are deteriorating and
need to be replaced.
6) The collection system has substantial inflow and
infiltration problems. The Town is currently working on
resolving collection system inflow and infiltration which
has been a major flow contributor according to historic
reported plant flow data. The plant may not be able to
treat its current design and permitted flow. Historical
data indicates that flows above 0.7 to 0.8 MGD lead to
effluent limit violations. In consideration of the inflow
and infiltration problems and the potential inability of
the plant to treat its design and permitted flow,
additional flow equalization capacity should be installed.
7) The Town needs to demonstrate that it meets the plant
reliability criteria (in reference to a power outage) as
listed in NCAC 2H .0124 (2) . A portable generator is also
recommended for lift station operation.
PART IV - EVALUATION AND RECOMMENDATIONS
It is recommended that a draft permit be prepared and placed
at public notice upon resolution or receipt of the commitment
to resolve the above items. If no significant adverse public
comment is received, it is recommended NPDES Permit No.
NC0026000 be reissued to the Town of Tabor City in accordance
with the basin -wide permitting strategy.
