There are inconsistencies with the previous and current descriptions of the existing treatment system. The 2016 renewal states that there are four (4) package plants (two 0.0075 MGD and two 0.005 MGD package plants), while previous permits stated only the facility only had three (3) package plants. An inspection performed on 11/30/2016 by ARO staff stated the facility has four (4) package plants (two 0.0075 MGD, one 0.015 MGD, and one 0.020 MGD package plants) and that several of the treatment units were no longer in use or were repurposed. For an unknown reason, the 2018 modification reverted the components list back to what was listed in the 2011 permit: three (3) package plants (two 0.0075 MGD and one 0.010 MGD). After contacting Lauren Armeni in the ARO and communicating with Buddy Lawrence, the General Manager, we were made aware of an error on the current renewal application (2020) stating that the facility has two 0.0007 MGD package plants, when in fact they are supposed to be 0.0075 MGD. After issuance of the permit in Sept 2021, the Asheville Regional Office (ARO) performed an inspection of the facility on 11/12/2021 and realized that the sizes of the four package plants listed in the renewed permit were incorrect. Renewal Summary This renewal contains the following proposed changes: • Updated the Supplement to Cover Sheet with the correct facility design capacity, components list, HUC and stream segment. • Updated Section A. (2.) Electronic Reporting of Discharge Monitoring Reports to reflect current federal requirements. Compliance History Springdale Country Club WWTP has had no enforcements since 2016. The facility has had seven violations during the last permit cycle; two TRC monitoring violations, one BOD monitoring violation, one late annual permit fee violation, and three fecal limit violations. Most recent inspection in 2016 shows the facility was in compliance, however the report did note that several of the treatment units were no longer in use or were being repurposed, and that rust was still observed in the EQ and aeration basins, which should be repainted. I was wondering if any staff in ARO have been to the facility recently and could help clarify what exactly is there? It looks like in the past (2011), the permit indicated that the WWTP had three package plants. The 2016 renewal states that there are four (4) package plants (two 0.0075 MGD and two 0.005 MGD package plants). An inspection performed on 11/30/2016 by ARO staff stated the facility has four (4) package plants (two 0.0075 MGD, one 0.015 MGD, and one 0.020 MGD package plants) and that several of the treatment units were no longer in use or were repurposed. Six round cottages were brought in line since about April last year but only one New home was built and is occupied by a couple who already lived here. There are more full time residences now than 2 years ago which used to be seasonal residences. Is the usage a water source number or a point of treatment calculation? We have had a significant increase in water main break this year and are going to have another shutdown today. This requires a purification flushing at all points of use. I had to purchase a new hot water heater this year due to an accumulation of dirt from breaks . I am at the bottom of Divot Dr. where the water line terminates. When I went to discuss this with the individual in charge of the water company, I was told it was a complete loop system so that was impossible. When he brought out the map to show me the loop, I showed him a water line representing the Divot Dr. Line which terminates at my home and briefly explained the concept of Gravity. The meeting ended abruptly. Thank you again for your help. Our legal defense, the residences, is bringing on my aquiring the maps for me to fully understand the system. Can you tell me in the meantime if two Wells or one are feeding the portable water system? They may have them in our archived files in Raleigh in storage. What I can give you is the current facility description, the status of some of the treatment components (i.e. recommended maintenance/updates) and current treatment capacity the WWTP is rated for. I can also provide you with a little information on the receiving stream and restrictions their may be for expansion. If you already have some of this information I apologize for the reiteration. With the collection system, I have less information since this falls under our "deemed" permitted rules based on flow, which means the facility is not issued a formal permit from us, but they are required by statute to maintain the system according to certain guidelines (they are supposed to maintain a general map of facility). I was not able to find the original wastewater collection system information for the facility, but I was able to find one for an extension of service (405 linear feet to serve Town Homes approximately 2160 gallons per day) from 1993. I'm unsure if these town homes were built or connected on, but currently they would have to be factored into total allocated flow. It looks like we originally permitted the facility in 1977 and it went through two upgrades to expand treatment capacity. The first was in 1987 to increase flow from 0.015 MGD to 0.025 MGD. They then expanded again around—2001/2002 to treat 0.05MGD. Currently the facility is rated and designed to treat 50,000 gallons per day. During my last inspection in 2016, I noted the facility is showing age related wear to the exposed metal above ground (rusting has been noted in the past two inspections). It was recommended these portions be painted to maintain the structural integrity and prolong the life span of the facility and verify the diffusers be inspected for any leaks. Since the facility is aging it is recommended all components be assessed. Additionally, power reliability is recommended. Currently there isn't a generator on -site. Annual average flows the past two years (2018 & 2019) has been approximately 11,000 gallons per day which is up from 2017 which was 4400 gallons per day. If the owner plans to expand sewer service there are some things he will need to verify and determine. First would be to determine what flow is already allocated to the current WWTP. This would include anything currently built and connected and anything that was originally planned to be connected to the system that hasn't connected yet. This number would then determine how much available flow is remaining. If the facility is already allocated all flow on paper because of previous development plans, then they would have to request a flow reduction or have some of the allocation returned to them after sending justification to our Division. We also have statutes pertaining to percent total average annual flow that require action from the permittee. We refer to this as our 80/90 rule (02T.0118), which basically states, once a facility begins to approach but prior to exceeding 80% of the permitted hydraulic capacity, they have to submit an engineering evaluation about how they will meet the wastewater disposal needs now and in the future through expansion and maintenance. If they do not provide this they need to justify why future expansion of the facility is not necessary. Once a facility exceeds 80% and before reaching 90% of permitted hydraulic capacity, the permittee needs to begin obtaining permits for expansion of the wastewater system. Again if expansion is not proposed , then the permittee has to demonstrate why this is unnecessary. In the case of Springdale, the triggered flows would be 40,000 gallons (80%) and 45,000 gallons (90%). The receiving stream is listed as WS-III, Tr which doesn't prohibit expansion, but stream flow will also need to be assessed.
