A copy of our AT review is attached. Please contact me if you have any questions concerning this review. JN:gh Attachment Kenansville A.T. Review Summary of Modeling Procedure Introduction The Town of Kenansville's Wastewater Treatment Plant is permitted to discharge 0.17 MGD of domestic wastewater into Grove Creek. Grove Creek is located in the Lower Yadkin River Basin and has a stream clas- sification of C-Swamp. This classification denotes that the waters' are suitable for fish and wildlife propagation, secondary recreation, and agriculture, and generally have low velocities due to the topography. DEM's "Level B" Model was used to simulate the impact of Kenansville's discharge to these receiving waters. Model Input The following data and/or methods were used to develop model input: I. Flows Headwaters: Using USGS station #02.1078.8880, Grove Creek at Kenansville, NC: S7Q10 = 0.5 cfs W7Q10 = 1.6 cfs QA = 19 cfs Using USGS station # 02.1078.9150, Grove Creek near Kenansville, NC, approximately 6.5 miles downstream: S7Q10 = 0.9 cfs W7Q10 = 3.0 cfs QA = 34 cfs II. Runoff Segment 1, Reach 1: S7Q10 = (0.9 cfs - 0.5 cfs) / 6.5 mi = 0.062 cfs/mi W7Q10 = (3.0 cfs - 1.6 cfs) / 6.5 mi = 0.215 cfs/mi QA = (34 cfs - 19 cfs) / 6.5 mi = 2.31 cfs/mi III. Slope From USGS 7.5 minute series, Kenansville Quadrangle: Segment 1, Reach 1: Slope = 4.2 fpm IV. Velocity Velocities were estimated from DEM's velocity regression equation: 0.75 029 0.35 V = [0.124 * (Qact) * (slope). ] / (Qavg) where Qact = 7Q10 + design flow Q avg = average stream flow A minimum velocity of 0.1 fps is used for streams with slope > 1 fpm. Segment 1, Reach 1: Velocity = 0.100 fps V. Design Temperature Design temperature was estimated from DEM's design temperature regression equations: Summer temperature: SDT = 25.848 - (0.001088 * elev) + (0.001232 * DA) - (5.1969 * 7Q10 yield) = 26°C Winter temperature: WDT = 15.805 - (0.00084 * elev) + (0.00036 * DA) - (1.043 * 7Q10 yield) = 16°C VI. BOD Decay Rate, K1 K1 was estimated from the equation: K1 @ 20°C = 0.35 + [(velocity/depth) * N) where N is the coefficient of bed activity and N = e (-2.8501 + (0.5980 * in (slope)) N varies from 0.1 for stagnant waters to 0.6 or higher for rapidly flowing streams. K1 values were then corrected to design temperature by: K1 @ 26°C = K1 @ 20°C * (1.047) 26°C - 20°C Segment 1, Reach 1: K1 = 0.48/day VII. Reaeration coefficient, K2 K2 was estimated by using the Tsivoglou equation for streams with less than 10 cfs. K2 = 1.8 * slope * velocity Correction to design temperature is by: K2 @ 26°C = K2 @ 20°C * (1.022) 26° C - 20° C then the K2 values are: Segment 1, Reach 1: K2 = 0.86/day VIII. Upstream and Background Concentrations Upstream water quality is assumed to have a BOD (ultimate) concentration of 2 mg/1 and a DO concentration of 90% saturation. These values are also assumed for the background concentrations in the watershed runoff entering the stream. Background CBOD = 2 mg/1 AT 26°C, [DO] @ 90% saturation = 7.4 mg/1 AT 16°C, [DO] @ 90% saturation = 9.87 mg/1 IX. C. Please accept this letter as the Towl's request for the designation of the ditch at the wastewater treatment plant as an "effluent channel" pursuant to Regulation 2B.0202 Section 8. The ditch is located entirely on the Town's property and contains no natural stream flow. A protective device will be installed at the end of the ditch to prevent fish from entering the canal after such time that designation of the ditch as an "effluent channel" has been approved. The selected alternative is to upgrade the existing treatment plant, on site, with no additional capacity and continue discharging at the present point on Grove Creek. The current permitted capacity of the plant is 0.170 mgd with limits of BOD5 28/20 winter/summer, NH3 13/5 winter/summer and TSS 30. For your convenience I have enclosed a topographic map depicting the current discharge Point.
