SUBJECT: Permit Modification Request
NPDES Permit No. NC0036668
Town of Kenansville
Duplin County
The subject request was received in the Wilmington Office on
August 10, 1987, from Kenansville's Mayor Donald E. Suttles.
Mayor Suttles has requested a modification to the supplement to
the cover sheet as well as a modification of the effluent
limitations contained within the permit. The following comments
address each of those issues separately:
1. This office does not object to amending the Supplement to
Permit Cover Sheet. An additional section should be added to
indicate that: "After receiving an Authorization to Construct
from the Division of Environmental Management the Town may
construct a new clarifier, a pump house, sludge drying beds,
a sludge digestor structured from the hull of the existing
secondary clarifier, and a post aeration/dechlorination
unit."
2. The effluent limitations contained in the Town's June 29,
1987 NPDES Permit should remain unchanged. If additional
field analysis is necessary to justify other limitations,
then the Town, not DEM, should be responsible for having it
done.
If additional comments on the Kenansville's request are needed
please give me a call.

Please accept this letter as the Town's request for modification
of subject Permit transmitted to the Town by letter dated June 29, 1987.
Modifications requested are as follows:
1. Supplement to Cover Sheet - Include "construction of sludge
drying beds, a new secondary clarifier, modification of
existing clarifier to an aerobic digestor, pump house, chlori-
nation system, and other miscellaneous improvements ..."
These improvements are proposed as the recommended alternative
in the Town's 201 Plan.
2. Effluent Limits - Secondary limits are requested based on the
negligible impact of the Town's treated wastewater on the
receiving stream. The receiving stream drains a natural
wetlands with extremely high natural organic loadings from
leaves, sticks, brush, etc. Low D.O. concentrations resulting
from the natural loading on the stream are common. It is
believed that the 40 pounds per day of BOD which would result
from secondary limits would have little impact on the receiving
stream. Stream monitoring records indicate little to no impact
on water quality from the existing discharge.

In the event secondary limits may not be issued, the limits
contained in the Town's present Permit (issued August 10, 1984
scheduled to expire July 31, 1989) are requested. These limits
certainly are as stringent as necessary to protect stream
quality.
If limits more stringent than secondary are proposed it is
requested that a field analysis be conducted in order to
justify the limits.
