Division personnel have reviewed and approved your request for modification of the subject
permit. This permit modification reinstates a component removed from the Supplement to
Cover Page of the above referenced permit during its last renewal.
The attached page should be placed in the permit and the old page discarded. This permit
modification is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental
Protection Agency dated October 15, 2007 (or as subsequently amended).

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
The Town of Kenansville is hereby authorized to:
1. Continue to operate an existing 0.30 MGD wastewater treatment system with the following
components:
• Dual manual bar screens
• Dual grit troughs
• Dual oxidation ditches with brush rotors
• Dual secondary clarifiers
• Gas chlorination
• Gas dechlorination
• Two sludge digesters
• Sludge storage tank
• Four sludge drying beds
• Influent & effluent flow meters
• Standby generator
The facility is located north of Kenansville on Industrial Drive, off of NCSR 1301 in Duplin
County.
2. Discharge from said treatment works at the location specified on the attached map into Grove
Creek, currently classified C-Swamp waters in sub -basin 03-06-22 in the Cape Fear River Basin.

Town of Kenansville WWTP
Duplin County
The Town of Kenansville is requesting a minor modification of NPDES permit number
NC0036668 to add a treatment component back to the permit. During the most recent permit
renewal in November 2011, one of the permit modifications removed a sludge digester from the
permit. The Town would like to have the tank added to the permit as a sludge storage tank
instead of a sludge digester.
The WWTP has a permitted flow of 0.300 MGD with an average daily flow of approximately
0.180 MGD. The solids handling operations for the plant occurs at the "old" wastewater plant
and consisted of two aerated tanks, the oxidation ditch and related appurtenances. In the NPDES
permit, these three tanks were listed as Sludge Digesters. It is my understanding that during the
renewal process there was some concern as to the ability of the oxidation ditch to function as a
digester. The concern centered on the ability of the brush aeration system in the oxidation ditch
to provide the needed aeration capacity for sludge digestion. It is the Town's intention to utilize
the oxidation ditch as a sludge holding tank instead of a digester. In fact, this has been the
operational strategy prior to the permit renewal.
Waste activated sludge is pumped to the aerated sludge digesters. The sludge is aerated and
decanted as needed. Once thickened, the sludge was transferred to the oxidation ditch for
storage. When the sludge level in the oxidation ditch reached the brush aerator, the unit was

started for mixing and aeration. Prior to a land application event, lime was introduced into the
oxidation ditch to meet the vector attraction reduction requirements.
Without the use of the oxidation ditch, the Town has lost the ability to store sludge over an
extended length of time. The extra holding capacity allowed the WWTP to schedule land
application events over a longer period of time, to hold the sludge as necessary during inclement
weather conditions, to better accommodate the nutrient requirements of the land application sites,
and to have less impacts on the operation of the WWTP. As the permit is now issued, lime
stabilization of the sludge now has to take place in the aerated sludge digesters. Once stabilized,
no additional sludge wasting can take place until the digesters are emptied. If the land
application is able to take place as scheduled, there is no problem. But if for some reason, land
application cannot take place, plant operation may be impacted until normal wasting can take
place.
The Town feels that the removal of the oxidation ditch as treatment component from the permit
was mainly a matter of semantics. The oxidation ditch has previously been listed in the NPDES
permit as a sludge digester although it was always operated as a sludge storage tank. The Town
also feels that the loss of the oxidation ditch as sludge storage can have a negative impact on the
operation of both the land application program and the operation of the WWTP. Again, we
would request that the permit be modified to include the oxidation ditch as a sludge storage tank.
