Facility Overview:
The Cathey's Creek WTP operates a conventional water treatment plant designed for a potable
flowrate of 2.6 MGD. Treatment process for raw water consists of a mixing basin with a
chemical feed of poly aluminum chloride, sodium hydroxide and sodium hypochlorite, a flash
mixer, flocculation, sedimentation, and filtration, followed by the addition of sodium bicarbonate
and orthophosphate before the clear well. Decant from the sludge thickener and drying beds is
dechlorinated with calcium thiosulfate then discharged into the receiving stream. The maximum,
monthly average wastewater discharge between October 2017 and October 2020 was
approximately 0.062 MGD.
Compliance History:
• No enforcement cases or violations during previous permit cycle.
• Facility has also passed all toxicity tests from October 2017 — July 2020.
RPA:
The maximum, monthly average wastewater discharge between October 2017 and October 2020
was approximately 0.062 MGD.
A Reasonable Potential Analysis (RPA) was not performed as the facility does not monitor for
any of the parameters of concern.
NCG59 General Permit Eligibility (for Conventional & Greensand WTPs):
• They've passed all TOX tests within the last 3 years (Oct 2017-Jul 2020) - eligible
• Renewal permit has no metal limits — eligible
• Facility discharges to a receiving stream that is classified as High Quality Waters (HQW)

• Updated eDMR footnote #1 in A. (1.) and updated Section A. (3.).
• Removed former footnote #4 stating "Samples shall be collected concurrently with WET -

• Updated Section A. (2) language and effluent concentration to 1.2% for chronic testing,

• Removed Section A. (4.) Permit Re -Opener — Whole Effluent Toxicity special condition
as the facility has passed > 75% of TOX tests in the last 3 years.
• Removed Fluoride parameter in A. (1.) Effluent table as it is not used at the facility and
the permit renewal application indicates that Fluoride does not have the potential to be
discharged.
• Removed Manganese parameter in A. (1.) Effluent table. As per "Assistance with BPJ on
WTP renewals" 2012 Memo, Manganese does not have a recommend standard and the
facility has no treatment technology to remove Manganese.

Sludge Management Plan
March 30, 2010
The City of Brevard owns, maintains and operates a 2.6 MDG, Surface Water Treatment
Plant. The Treatment Plant process is a conventional treatment process. The residual
solids from the backwash and the settling basins are pumped to a gravity thickener and
then transferred to five 1400 sfJeach Sand drying beds for dewatering. The Plant
maintains a NPDES Discharge Permit for the decant on the thickener, and the sludge
drying beds drain line. The discharge point is one location along Cathey's Creek, on the
eastern boundary of the plant.
Based upon current production rates, and during normal operation, the plant produces 24
tons (dry weight basis) of residuals are produced. Once the sludge has dewatered in the
drying beds, it is removed and taken to the Transylvania County Landfill.
