This facility serves a Surface -Water Pollution Control System for stormwater in proximity to above -ground storage tanks (ASTs) for surface bulk -storage of ethanol and petroleum hydrocarbon fuels with capacity exceeding one million gallons, and fuel -truck loading racks. This facility utilizes the following treatment units: • Oil -water separator (10,000-gal) • Two (2) holding tanks (10,000-gal each) • Bermed secondary containment for ASTs • Final holding pond (currently 160,000 gallons) with hand -operated discharge valve (normally closed) Renewal Summary This renewal contains the following proposed changes: • Reduced the monitoring frequency to Annually for Acute Toxicity testing in the effluent table in Section A. (1.) as the facility has passed all toxicity tests within the last five years, per the Sept 2005 Guidance on Petroleum Bulk -Storage. • Increased the monitoring frequency to Monthly for MTBE in the effluent table in Section A. (1.) as the parameter was detected upon review of the DMR data from the past five years. Per the Sept 2005 Guidance on Petroleum Bulk -Storage facilities, footnote #7 has been added to Section A. (1.) requiring that an action plan to reduce MTBE be submitted within 12 months of the permit effective date. • Removed the Turbidity limit in the effluent table in Section A. (1.) as recent data did not show a reasonable potential to exceed water quality standards. Per the Sept 2005 Guidance on Petroleum Bulk -Storage facilities, the most recent two years of data were used in the RPA. Monitoring kept at Monthly to remain consistent with other permitted terminal facilities. • Added footnote #3 for Oil & Grease to the effluent table in Section A. Compliance History Charlotte Terminal (West) has had no enforcements since 1993. Most recent inspection (February 2020) showed the facility to be in compliance. One NOD issued in 2018 for TSS limit exceedance. Whole Effluent Toxicity (WET) Testing In accordance with current permitting strategies for Petroleum Bulk -Storage facilities (see Sept 2005 Strategy), WET testing is required in this permit as Acute Annual toxicity monitoring [TAE6C] with Fathead Minnow (Pimephales promelas). This facility has passed every annual test during the past five years (April 2016-April 2021). RPA for Bulk Storage (2016 Generic RPA for non -hardness dependent) A flow (Qw) of 0.2298 MGD was used, as it is the maximum, monthly average flow during the past four years (April 2017- April 2021). A reasonable potential analysis was conducted on effluent toxicant data collected between September 2016 and April 2021. Stormwater (by drains and sheet flow) convey to and within secondary containment structures with normally closed valves. Stormwater gravity clarifies within containments and sediment basin before infrequently discharging thru one containment valve (outfall 001) as necessary for water management. Very infrequently, (annually or less in most instances) hydrostatic test wastewaters convey by the same system and retention occurs for a period of time as necessary to dissipate total residual chlorine before discharge thru the same outfall. In rare instances chemical dechlorination may be used to achieve chlorine removal. Contact stormwater reaching the truck loading rack is conveyed to an in -ground separator/ sump and then to a holding tank before off -site recycling, treatment and disposal by third -party facilities.
