The Annual Monitoring Report has been posted to the RIBITS Cyber Repository for the bank site (see link and instructions provided below). If you are unable to access the document or prefer to have a hard copy mailed to you, please let me know as soon as possible, and I will arrange to get you a copy of the report. This review will follow the process outline for Credit Release Approval in the 2008 Mitigation Rule (Section 332.8(o)(9)), which requires an IRT review period of 15 calendar days from the date of this email notification. Please provide any comments by 5 PM on the 15-day comment deadline shown below. Comments provided after the 15-day comment deadline may not be considered. If you would like to request a site visit prior to submitting comments, please notify me as soon as possible but prior to the 15-day comment due date. If a site visit is required, the due date for IRT comments will be extended to 15 days after the date of site visit. Once I have received a request for a site visit, I will coordinate with the IRT and Sponsor to arrange for the on-site meeting; however, please note that due to workload it may take a month or longer to arrange the meeting. The site includes unnamed tributariesthat flow to the Neuse River in the Upper Neuse Cataloging Unit (03020201), in Wayne County, North Carolina. The purpose of this letter is to transmit comments provided by the NC Interagency Review Team (NCIRT) during the review of the annual monitoring report (see attached) and to confirm the Year 6 credit release for this mitigation site. Pursuant to the site’s Umbrella Mitigation Banking Instrument and the site-specific Mitigation Plan, the following mitigation credits shall be available for sale provided the annual monitoring report demonstrates interim performance standards are being met: 5% of the total enhancement and/or restoration Wetland Mitigation Units (WMUs) associated with year 6 annual monitoring (1.63 Riparian Riverine WMUs) Based on a review of the data provided for the wetland restoration on the site, we confirm that you have satisfied the above requirements, and 1.61 Riparian Riverine WMUs are now available for sale. To date, 29.26 WMUs (90% of the total WMUs) have been released for sale. Please note that this amount is 0.02 credits less than requested because the number of previously released credits was slightly more than scheduled, possibly due to rounding errors. In order for 10% of the total credits to remain for the final release, this adjustment was necessary. Please ensure to audit ledgers on all your projects so that they accurately reflect the credit release schedules. Please review the comments provided by the NCIRT during their review of the monitoring report. While it is not necessary to provide a response to specific comments at this time, please be sure to address the issues raised in future monitoring report submittals. These plots were monitored in August 2021. Please note that it is not appropriate to count recentlyplanted vegetation toward the success of performance standards. Vegetation should be in theground for 2 growing seasons before being counted. 2.Please note that open water areas on the site willbe reevaluatedduring Year 7 monitoringprior to final closure of the site. If these areas continue topose a concern, either for ecologicalsuccess of the site, or as a risk to aircraft, it may be necessary to fill them in. Please be sure to addressthe status of open water areas in next year’s monitoring report. 3.Ledgers for the site appear to be ahead of the projected release schedule, possibly due to rounding of past releases. Agree with Erin’s comments below. 5.The only other thing to note was that some of their plots had extremely high numbers of volunteer red maple (70+), so I am wondering what their protocol was for counting these stems? Were they over a foot high? Erin Davis, NCDWR: 1.It appears discussion points from the Dec. 2020 IRT site visit were addressed in MY6. DWR appreciated that random woody stem plots were surveyed,and herbaceous species/cover data was collected. 2.DWR is ok with the explanation of why alligator weed and parrotfeather are not currently being treated onsite at this point in the monitoring period. We are glad that there is a plan to continue treating the cattail onsite. DWR is ok with the proposed credit release as long as there is sufficient wetland credit remaining to cover identified at-risk open water areas. Given that we visited the site in Dec. 2020 (see attached meeting minutes), no site visit is requested. Good afternoon, Thank you for coming to our Arrington Bridge III site visit last Thursday. I have some notes from our meeting that we will refer to in 2021 and during the remaining monitoring period. IRT recommended the following: * Random woody stem transects in Year 6 * Start collecting herbaceous veg data on-site to bolster site success should tree success be an issue. * Start mapping parrot feather and cattail, treat cattail, and explain in future reports why not treating parrot feather (aquatic herbicide not selective enough to treat just parrot feather) In future reports: * Add cumulative annual data to the following year’s report (start graph in sept/Nov after monitoring from previous year is complete * Open water area – may need to kick out, or otherwise adjust crediting ratio if it does not meet success * Add new easement signposts as needed * Fly drone after leaf out? (RES will review this considering Air Force Base) * Add in Volunteers to report at this point (which we started this year) * Add high risk areas section to report in Year 6 We are going to get in touch in spring 2021 to discuss the herbaceous monitoring and woody stem transects more in depth and how they will affect our monitoring reports & success criteria for the remainder of the project. We will treat Cattail this spring. It was requested we provide some background for construction history on-site. We realized there’s actually a construction history in Section 1.3 of the monitoring report. Please refer to this section and if you have any other questions we can discuss in more detail.
