Wasteload Allocation Request Proposed New Discharge Point on Ararat River Existing Pilot Mountain WWTP NPDES Permit No. NC0026646 William C. Aasoriates has been retained try the Town of Pilo. Mountain to evaluate the feasibility of ccr structing a treated effluent force main from the Town's existing wastewater treatment facility discharge point proposed on the Ararat River at its crossing by NC 268. The existing and the oroposed new discharge points are highlighted on the attached USGS map. The receiving stream would thus change from Heatherly Creek to Ararat River. The initial step in such an evaluatic^ is to determine what the waste load allocation for the Town's discharge into Ararat River would oe should the force main be constructed. We are hereby requesting the determination of the-wasteload allocation should the discharge be relocated to Ararat River. We want to emphasize t.'at this allocation request is for study purposes only and in no way should be construed as a form!1 request by the Town to amend its present NPDES permit. The facility cannot meet its toxicity limit and may relocate to the Ararat River which would yield an IWC of 3%. Pilot Mountain is under a JOC due to its failing innovative treatment technology. Federal funds will enable the facility to improve their treatment system and, hopefully, meet their final .limits. Two chronic value tests have been performed showing ChV=17.7, <12.5. Previous speculative was done on Tom's Creek which had an IWC of 28%. Based on the above ChV's, the facility may not pass if they relocate to Tom's Creek. The Ararat River was chosen as a viable alternative. Their consultant said that piping to the Ararat via Hwy 268 was within $100,000 of piping to Tom's Creek. Also, Technical Support suggests that perhaps the facility should continue to meet its current limits of 30/14/5 to provide incentive to meet this minimal level of treatment (even though the speculative model yields less stringent limits). Since toxicity testing is the main concern, this is not an unreasonable requirement. This should be discussed between the appropriate parties before this information is passed to their consultant. The same comments hold true for metals monitoring. Perhaps the acute values for metals should be implemented instead of allowing metals values at the IWC of 3% (where only monitoring would be required -see below). The effluent discharge shall at no time exhibit chronic toxicity using test procedures outlined in: 1.) The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is 3 % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform quarterly monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from the effective date of this permit during the months of SAS, OcT, 5,14, Apra . Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B. Additionally, DEM Form AT-1 (original) is to be sent to the following address: Attention: Environmental Sciences Branch North Carolina Division of Environmental Management 4401 Reedy Creek Road Raleigh, N.C. 27607-6445 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event).
