Coble North Piedmont Regional Office FROM: Forrest Westall SUBJECT: In -Stream Assessment Pilot Mtn. Wastewater Treatment Plant-Surry County qv `Df Ur \M em 2QA„cAk Uk 6(06 ctmArkA Per your request a Level B analysis done by our office shows the following results for the Pilot Mtn. Wastewater Treatment Plant discharge into Heatherly Creek for 7-day I0-year low flow conditions: For a BODu = BOD5 + 4 x (NH3-N) = 110 mg/P + 4 x (3.34 mg/P) = 123.36 mg/P Flow Predicted D.O. Sag Pt. Location MGD Min., mg/P (miles from plant) 0.60 0.61 0.62 0.63 3.58 3.57 3.55 3.54 The average BOD5 of 110 mg/P during the summer was used because the 7Q10 most likely occurs during summer months. We believe that the projected increases in plant flow will have little detrimental effect on D.O. concentrations in Heatherly Creek, above the effects caused by the plant's present flow and loading. It is important to note that present operation at the plant is very likely causing D.O. violations at conditions less critical than 7/10 flow levels. If you have any questions, please contact this office. cc: Steve _uney Ma Castleberry nnifer Buzun r' u. NORTH CAROLINA DEPARTMENT OF NATURAL RESOURCES & COMMUNITY DEVELOPMENT DIVISION OF ENVIRONMENTAL MANAGEMENT Winston-Salem Regional Office February 8, 1980 MEMORANDUM TO: Mr. Forrest Westall THRU: M. Steven Mauney -1)141 Permits & Engineering Coordinator FROM: Larry D. Coble Environmental Engineer SUBJECT: In -stream Assessment Pilot Mountain Wastewater Treatment Plant Surry County Due to a request for additional flow to be added to the subject wastewater treatment plant as provided for in Senate Bill 666, we are hereby requesting that the in -stream impact of the Pilot Mountain Wastewater Treatment Plant be analyzed under the following conditions: (data summarized for December, 1978 through November) A. Average Effluent Characteristics Average Yearly Plant Efficiency Flow - 0.6 from 201 Plan BOD5 - 105.64 mg/1 (110 mg/1 summer) 87% TSS - 58 mg/1 Increase NH3 as N - 3.34 mg/1 Increase B. And for incremental flow increases of 0.01 MGD, 0.020 MGD and 0.03 MGD with the same conditions as in A above. Memo to Forrest Westall February 8, 1980 Page 2 These increased flows appear to be what the city thinks will be needed between now and the time the plant will be upgraded as outlined in the 201 Plan. This requested information is necessary in order to determine if the flow increase will have a detrimental effect on the receiving stream. Also, it is requested that the D.O. sag -point be calculated so that we can do some downstream sampling. If you have any questions or require additional information, please advise. cs TOWN OF PILOT MOUNTAIN SELF -MONITORING DATA EFFLUENT Date BOD5mg/1 12/78 57 1/79 67 3/79 130 4/79 50 5/79 78 6/79 75 7/79 190 8/79 65 9/79 110 10/79 130 11/79 210 Yearly Average 105.64 TSS mg/1 NHias N 50 0.22 90 6.8 72 20 3.0 58 3.34 SELF -MONITORING DATA INFLUENT BODSmg/1 TSS mg/1 NH3as N 190 203 18 3.2 160 300 28 5.2 300 260 430 41 1.0 340 380 380 36 3.4 170 Yearly Average 283 30.75 3.2 P7 c3"/ o u n -61h j m f ...I •3r34I 1a313(0 M5 If PrEcic1c b. ° 3.56 3. 5'7 3, 5 5 3_. 541 p;s+rim deionS:Via i<IN O s#reon Non 64T arn Uf -44an stonh .9 SR. Box 27687 Raleigh, NC 27611 Re: Pilot Mountain Wastewater Land Allocation Dear Forrest: On October 31, 1979, the Division of Environmental Management issued effluent limits for discharges in the Pilot Mountain area. The results of review meetings on the 201 Plan indicate that final limits for the dis- charge of 1.5 MGD of wastewater at the existing site could be altered as follows: BODu - 71 mg/1 BOD5 - 30 mg/1 NH3-N - 10 mg/1 We request that these limits apply for our proposed plant discharge at this site.
