In response to your comments dated January 10, 2018, we offer the following:
1. Drainage area notation has been added to sheet DA1
2. a. 10-year calculations are provided on energy dissipater detail, sheet C5.
b. Pond outlet velocity calculations were previously provided. Calculations are
enclosed for your convenience. Also, refer to energy dissipater calculations,
sheet C5.
3. The forebay volume has been revised to be based on the percent of the forebay
volume against the main pool volume only. Updated wet pond supplement is
enclosed.
4. Forebay weir velocity calculations previously provided with a non -erosive velocity
of 1.68 fps. Calculations are enclosed for you convenience.

The Wilmington Regional Office received and accepted a State Stormwater Management Permit
.Application for the subject project on November 28, 2017. A preliminary in-depth review of that
information has determined that the application is not complete and that additional information is needed.
To continue the review, please provide the following additional information:
1. Drainage Area [15A NCAC 02H.1042(2)(g)(ii), .1002(15), and .1002(38)]: Please clarify on
Sheet DAl which line is the drainage area.
2. 10-Year Storm [15ANCAC 02H.1050(4)]:
a. Please provide engineering calculations demonstrating that the inlets of the SCMs shall
be designed to protect the SCM from erosion resulting from stormwater flow into the
SCM during the peak flow from the 10-year storm event.
b. Please provide engineering calculations demonstrating that the outlets of the SCM will
not cause erosion downslope of the discharge point during the peak flow from the 10-year
storm event.
3. Forebay Volume [15ANCAC 02H.1053(5)(a)]: The forebay volume shall be 15 to 20 percent of
the volume in the main pool. The calculations based the percent of forebay volume provided
against the total permanent pool volume provided (main pool and forebay). Please compare the
forebay volume against the main pool volume only.
4. Berm Flow Velocity [15ANCAC 02H.1053(5)(c)]: Please demonstrate that the water flowing
over or through the structure that separates the forebay from the main pool shall flow at a
nonerosive velocity.
Please remember to confirm that any revised information is presented consistently throughout the
application documents including calculations, supplements, narrative, and plans. Please also remember to
provide two hard copies of any updated documents per 15A NCAC 02H.1042(2).
The requested information should be received in this Office prior to January 26, 2018, or the application
will be returned as incomplete. If the project is retumed and you wish to re -submit later, you will need to
resubmit all required items at that time, including the application fee.
If additional time is needed to submit the requested information please e-mail, mail, or fax your extension
request, prior to the original due date, to the Division using the contact information available in this letter.
The extension request must include a justification and a date of when the requested information will be
submitted to the Division. Please remember that extension requests delay the issuance of the final
permit. The Division is allowed 90 days from the receipt of a complete application to issue the permit.

The Village at Motts Landing Phase 2D
New Hanover County, NC

The Village at Motts Landing (VAML) Phase 2D is a residential site consisting of 4 single-family lots in
New Hanover County, Parcel ID# R07600-006-012-000, owned by AFTEW Properties, LLC. The project
area is approximately 6.9 acres. Wetlands exist on the site.
VAML Phase 2D proposes four (4) single-family lots, asphalt roadway with curbing, concrete sidewalks,
one (1) wet detention basin, and utility extensions.
The site has one (1) drainage area of approximately 5.92 acres. The total impervious area includes 4 lots
at 5,000 sf ea, 66,550 sf of asphalt roadway, and 16,210 sf of concrete sidewalk for a total BUA of
102,760 sf or 2.36 acres.
The project will be treated by erosion control measures such as drop inlets with inlet protection,
temporary silt fence, gravel construction entrance, and one (1) sediment basin. One (1) wet detention
basin provides sufficient storm water management to meet the State's 1.5" requirement, provides 90%
TSS removal, and alternately sized for the 2-, 10-, and 25-yr storm events and analyzed for the 100-yr
storm event. An emergency spillway has been designed for the 100-year storm assuming the principal
spillway is obstructed or not operating properly.
Prior to clearing of the site, one temporary construction entrance and temporary silt fence will be
installed. After clearing of the project site, the wet detention basins will be constructed to
include the proposed forebays. The roadway locations will then be graded. Underground
utilities, including the stormwater drainage system will be installed and inlet protection put into
place. The proposed roadways and sidewalks will be constructed, final site grading, and
stabilization of the site. Temporary erosion control measures will remain in -place until such
time as when areas are stabilized. Permanent measures include permanent stands of grass and
energy dissipaters. Specific measures and directions to the contractor are noted on the plans.
