vegetation clearing, buildings, retaining walls, docks, impervious surfaces, rip rap, excavation
or dredging below Full Pond/Normal Water Level elevations, and construction access
corridors. You may use the diagram provided at the end of this application form.
3. Attach a photograph of the shoreline/buffer proposed to be stabilized. (Include a scale of
some sort- a yard stick, shovel handle, etc.)
Scale of yard stick or shovel against steep eroded bank unable to be inserted without getting
into water, which cannot be easily accessed (Apologies). Photo taken from neighbor's
adjacent dock with unused irrigation piping that may help with scale.

Driving east to Lake Royale from Bunn, NC-head east on Baptist Church Rd. Turn right
onto Sledge Rd after about 2 miles. Turn left on Cheyenne Rd after about 0.5 mile. Make
second left off on Cheyenne Dr onto Choctaw Dr. 210 Choctaw Dr is past the stop sign on the
right. (Please note on Google Earth 210 Choctaw is depicted as the house south of the actual
address)

5. Describe the existing land use or condition of the site at the time of this application
(residential, undeveloped, etc.): The land use is an existing residence. The shoreline is
naturally vegetated and stable for approximately 50%of the shoreline. The remaining
shoreline has steep banks that have had increased amounts of erosion since a tree fell on the
bank and the Property Owners Association required that tree to be pulled up(Nov. 2019),
removing stabilizing vegetation in that process. There are some large boulders along the
shoreline, one of which basically divides the problem area from the non-problem area.
Allegedly remnants of former bulkhead/boathouse that burned down more than a decade ago
under previous ownership.
6. Describe proposed work(include discussion as to how hardening of shoreline has been
avoided, or why it is necessary):
The shoreline has not recovered,so the intent is to stabilize the shoreline and install a dock for
water access as work is required to be done for the stabilization. The remaining shoreline is
preferred to remain naturally vegetated as the banks are stable and this provides beneficial
ecological habitat with minimal chances of erosion problems along these non-steep banks
developing. It is so stable and low/accessible to the lake that we currently are able to use it
for kayak access. The stabilization will occur from the boulder north to the next residence,
allowing for any required gap as not able to tie into neighbor's seawall without adding
significant fill. After construction of bulkhead and dock,and neighbor repairs retention wall,
would like ability to place riprap for stabilization between our property lines.
Per Franklin County Planning and Inspection Requirements,a bulkhead/dock will be installed
per Chapter 36 of the 2006 NC Building Code. The bulkhead along the shoreline will be
between 30 and 35 feet approximately,with riprap being added between property line for
further stabilization as needed. The bulkhead will be under 5'tall and is estimated to be about
50 inches. The dock is proposed to be approximately 10 x 12'with up to 8 pilings 7 x 8 inches.
The bulkhead will adhere to the shoreline as much as possible with minimal fill added for
support in the undercut banks for better stabilization.

Permanent impacts(including all excavation, backfill, rip rap, retaining walls, etc.) in square feet:
Approximately 73.2 square feet (Approximately 1-2' bulkhead width x 35'of
shoreline stabilization length and up to eight pilings approximately 7"x 8" for dock)
The intent is to build the seawall as close to the existing shoreline as possible.
Temporary impacts in square feet:
0 sq ft.

land-ward
Permanent impacts(including back fill, excavation, rip rap, retaining walls, etc.) in square feet:
Approximately 73.2 square feet (Approximately 1-2' bulkhead width x 35'of

The intent is to build the seawall as close to the existing shoreline as possible.
Temporary impacts(temporary clearing,construction corridor) in square feet:
0 sq ft as use of mechanized equipment is not anticipated due to steep terrain of
hillside. If equipment were to be used, it may be done along side of residential yard to the
hillside but unable to go within 50'of riparian corridor of lake down that hill and no significant
land disturbance expected. If vegetation is disturbed, it will be seeded. Anticipate, if disturbed
access area of approximately 30'x 200', as 600 sq.feet of residential yard disturbance more
than 100' away from banks. Movement of materials within riparian corridor will be manually
and with the assistance of a temporary chute for the fill itself.
10. Please describe the vegetation above the normal pool lake level/Normal Water Level and 50
feet landward to be impacted (number of trees,for instance): Because of the significant slope,
work is currently proposed to be done manually only. No tree removal is anticipated. The
vegetation is a mixture of herbaceous and tree/shrub growth that is maintained low to the
ground per POA requirements. No significant disturbance of vegetation within the riparian
corridor with the exception of along the banks during bulkhead installation is anticipated_

Project is proposed at residence in Lake Royale-Franklin County.
Shoreline is currently naturally vegetated but-10+'was severely
damaged by POA required fallen tree removal last fall. Limited
vegetation has returned with frequent disturbance by boats.
Stabilization is desired in conjunction with dock installation to resolve.
Proposed as an approximate 16'x 10'dock along eroded portion of
shoreline,with the 16'being parallel!to shoreline.May require fill and
grading of steep hillside for construction and engineering.May
require removal of few trees and/or shurbs,to allow for equipment
access but avoiding to extent practicable.
Construction proposed for as soon as possible.Working to confirm
USACE permit requirements,expected RGP 80,but links are broken
on website and any information on that subject and correspondence
between DEQ and USACE would be helpful.
