The Fact Sheet (1992) has hand-written language following the instream monitoring requirements stating: "Facility should coordinate monitoring efforts at the NC 700 Bridge with Fieldcrest Cannon - so as not to duplicate data". This comment is not on the finalized WLA. Previous downstream site for Eden - Mebane, was NC14, it was moved to NC 700 following correspondence between the City of Eden WWTP, Winston-Salem Regional Office, and the Technical Support Branch., (February, 1991). The memos between Betsy Johnson and Mike Mickey had the following poin ts; Betsy felt that the monitoring locations should remain as is. A response memo from Mike indicated that the required monitoring frequencies for Eden and Fieldcrest are different, (i.e. Fieldcrest has 1 / week sampling while Eden has 3 / week). The last paragraph of Mike Mickey's February 15, 1991 memo states: "I would assume that the City of Eden and Fieldcrest could coordinate so that stream samples are not collected on the same day". Outfall 001, (13.5 mgd): upstream at NCSR 1964, Downstream at NCSR 700 with parameters of Temperature, dissolved oxygen, and conductivity, (Daily). Other locations, for color are A: Smith River above Eden Water Supply Intake, B: downstream at NC Hwy 87, C: downstream at NCSR 1761, (for July through October only, one sample per week shall be on a transect at 1/4, 1/2, and 3/4 of the distance across the river). Parameters for this transect include color and pH. Duke Power: 001. 002. and 003 WLA and Central Files NC0003468 Outfall 001 cooling water (flow 126-158 mgd): upstream at intake and downstream at NCSR 1761. Parameter is Temperature, (Daily). Mercury problems 1989. Lab analysis thought to be okay. No record of follow-up. Central files has correspondence of high metals content, (esp. iron) in intake water. Outfall 002 ash basin (flow 0.5-1.2 mgd): at least 100' above discharge point for upstream and at least 1,000' below discharge point for downstream. Parameters, (per letter dated June 16,1993) total arsenic, total selenium, and sulfate, (Quarterly). Many sampling parameter requirements requested per Region(1989); Arsenic, sulfate, and sulfide monitoring, pH at discrete point before mixing w/ river, and "[o]il is used to start-up the generating units. The permit should specify if this use of oil at start-up constitutes "oil -firing" for the purpose of vanadium monitoring [sic] of Outfall 002". Outfall 003 (settling basin overflow): No instream monitoring required in Permit. WLA file recommended at least 100' above discharge point for upstream and at least 1,000' below discharge point for downstream. Parameters include: mercury, selenium, copper, iron, lead, zinc. No limits, not mentioned in Staff Report. ** Facility's instream monitoring locations not included in accompanying map due difference in constitiuents and dissolved oxygen effects.. Miller Brewing WLA and Central_Files NC0029980 There are no effluent guidelines currently in effect for Breweries. The current limits for this facility are based on their previous limits, (of which no information exists as to how these were developed). The facility is well within its permitted limits. Outfall 001 (5.2 mgd) is from WWTP with instream monitoring of at least 100' above and at least 300' below point of discharge. Parameters: BOD5, dissolved oxygen, and temperature. Samples shall be grab, three times per week in the months of June, July, August, and September and one time per week in the remaining months. Outfall 002 is a stormwater discharge with instream requirements of upstream and downstream, (no locations specified) and monitoring of turbidity. Fieldcrest Cannon WLA and Central Files NC0001643 A memorandum was written from Juan Mangles addressing the instream sampling sites in 1989. In -it the recommended sites are still requested to be maintained, but due to their inaccessibility, alternate sites are proposed; upstream site at Hwy 14 and the downstream at Hwy 700. The parameters recommended are color, conductivity, dissolved oxygen, temperature, and BOD5, with weekly sampling to be taken in the summer (Apr -Oct) and monthly sampling in the winter (Nov -Mar). Fieldcrest suggested instream sites at the Smith River (prior to the confluence with the Dan) and at Hwy 87. The memo addressed this location as a site which would provide useful information in general, but should not be placed in the permit, (it would not be representative of the Dan River upstream conditions). No mention, in this memo of coordination of data between Fieldcrest and Eden - Mebane. Outfall 001 instream monitoring Permit requirements are upstream monitoring at 100' above discharge point, and downstream monitoring at Hwy 700. The parameters include; Temperature, dissolved oxygen, conductivity, (weekly) and BOD5, (2 / month). Eden - Dry Creek WWTP WLA and Central Files NC0025151 Outfall 001 (0.5 mgd / 1.0 mgd) has instream monitoring of only downstream at NCSR 1761 with parameters of temperature, dissolved oxygen , fecal coliform, (this does not change with the expansion limits). Samples shall be weekly, except fecal coliform which is twice per month. The permit is also up for renewal at this time. No effluent guidelines currently exist for breweries. TSB recommends the existing limits. Miller is well under their existing limits (BOD5 average for the past year was 13 mg/1, NH3-N average for the past year was 1.4 mg/1). Metals were detected in elevated levels from an analysis of the storm water runoff. However, due to the small amount contributed to the headworks of the treatment plant and the removal efficiency of the plant, TSB does not believe the storm water will be a problem. TSB does recommend annual monitoring for metals to ensure that no problem exists. Toxicity testing will be recommended on this renewal since Miller Brewing is a major industry. Limitations may change upon basin -wide renewal process. This stormwater will be collected from the concrete pad and pumped at a metered rate to the influent line of the brewery wastewater treatment plant. Monitoring will be accomplished by the existing sampling equipment at the wastewater treatment plant. As specified by Mr. Jeff Fritts' letter of November 29, 1990, please find enclosed a completed Short Form C Application, an analysis of the stormwater runoff to be collected, applicable fee, specifications, plans and attached information. Miller Brewing Company requests a permit modification to permit NC0029980 allowing for the collection and treatment of this stormwater runoff. Stormwater runoff will pass through the existing lime neutralization bed and be collected in a lined basin. After containment, this water will be pumped through a four (4) inch force main to the influent line of the brewery wastewater treatment plant. The two (2) pumps utilized will be 1 and 1/2 H.P. each with a discharge of approximately 60 gpm. Three stage float controllers will dictate the cycling and sequencing of these pumps. Mitchell Associates 2105 Enterprise Road Suite 210 Greensboro, N.C. 27408 919-379-0515 .. t • • MILLER BREWING COMPANY - EDEN BREWERY COAL LEACHATE CONTAINMENT FACILITIES SECTION 1-- SITE WORK 1.1 GENERAL Work to be performed under this section shall consist of site grading and preparation of the subgrade of the coal leachate containment basin; extension of the existing outlet pipe from the existing sand filter bed; construction of the concrete sump structure and valve pit; and installation of the 4" PVC force main. All work shall be done in accordance with the Plans and Specifications and in accordance with applicable portions of the Miller Brewing Company Master Specifications. - 1.2 SITE GRADING Site grading shall be done in accordance with Miller Brewing Company Master Specifications, Division 2 - Site Work, Sections 2C, 2D and 2E and in accordance with recommendations of -the liner material supplier. The coal leachate containment basin subgrade shall be undercut one foot and backfilled with clay. Backfill shall be placed in 6 inch lifts and compacted to - 95% of maximum dry density.. Finished subgrade elevations shall be within +/-.0.1'•of finished_ grades shown on the drawings. 1.3 CULVERTS The existing corrugated metal outlet pipe discharging from the existing sand filter bed shall be extended approximately 10 feet into the coal leachate containment basin. The extension shall be done in accordance with Miller Brewing Company Master Specifications, Division 2 - Site Work, Section 2M. 1.4 CONCRETE STRUCTURES The concrete sump structure and valve pit shall be constructed as shown on the Drawings and in accordance with Miller Brewing Company Master Specifications, Division 3 - Concrete, Section 3A. All exposed concrete surfaces shall have a smooth float finish. 1.5 4" PVC FORCE MAIN The 4" PVC force main shall be installed as shown on the Drawings and in accordance with Miller Brewing Company Master Specifications, Division 2 - Site Work, Section 2W. Pipe shall be 160 PSI, SDR 26 as called for in the Master Specifications. The Contractor's attention is brought to the fact that there are existing underground utilities, electrical line and CATV lines in close proximity to the force main. It is the Contractor's responsibility to • i• • G. y locate all existing utilities, electrical lines and CATV lines prior to beginning trenching work for force main installation. The Contractor is responsible for any and all repairs to damaged utilities or underground lines that are a result of his.operations. Any damages are to be reported immediately to Miller Brewing Company. Repairs are to • be made promptly and to the satisfaction of Miller Brewing Company. SECTION.2 - FLEXIBLE LINER MEMBRANE INSTALLATION 2.1 GENERAL Work to be performed under this section shall consist of installation of a flexible liner membrane to cover the coal leachate containment basin, concrete sump structure and extending across the existing dike of the sand filter bed. 2.2 MATERIALS The flexible liner membrane shall be ULTRA -TECH or GUNDLE, 30 mil thickness, "or approved equal. 2.3 INSTALLATION The flexible liner membrane shall be installed by the material supplier. Subgrade preparation shall be done by the grading contractor in accordance with Miller Brewing Company Master Specifications and the recommendation of the material supplier. SECTION 3 - PUMPINGFACILITIES- 3..1 GENERAL Work to be performed under this section shall consist of furnishing and installing complete and ready for servicing a duplex pumping system in accordance with the Plans and Specifications. 3.2 PUMPS The.pumps shall be VANTON SUMP-GARD pumps, model SG300B with 5.2 inch impeller. Pump motors shall be 1 1/2 M.P., 1750 RPM, 230 volt, three phase. 3.3 SUMP LEVEL CONTROLS Sump level controls shall be of the mercury tube switch type sealed in solid polyurethane float balls and shall be supplied by the pump supplier. Switches shall be used to activate the lead pump on and off, to alternate pumps, to activate both pumps and to activate the high water alarm. 3.4 CONTROLS AND CONTROL PANEL The pumps shall be installed with complete electrical controls to include, H.O.A. switches, •notor starters, disconnect switches, automatic level controls- for duplex operation with high water alarm, low water cut off, lead pump start, lag pump start and pump alternator. All controls shall be mounted in a watertight panel suitable for outside operations. In addition the control panel shall be equipped with one external convenience electrical outlet and a 150 watt flood light with external switch. - The control panel shall be installed a minimum horizontal distance of 3 feet from the sump structure and mounted on 6 foot high metal support posts. 3.5 FLASHING ALARM LIGHT A red flashing high water alarm light shall be provided by the pump and control supplier and shall be suitable for outside operation. The alarm light shall be mounted on the exterior of the Coal Transfer House at a location to be designated by the Owner. 3.6 GUARANTEE The pump manufacturer shall guarantee for one year that all equipment supplied will be free of defects in design, material or workmanship. In the event that a component fails to perform as specified or is proven defective during the guarantee period, a replacement component shall be provided without cost to the Owner. The pump manufacturer shall provide the Owner with three sets of operation and maintenance manuals with parts lists for all major components. SECTION 4 - ELECTRICAL 4.1 GENERAL Work to be performed under this section shall consist of modification of the existing electrical components in the Coal Transfer House installation of the underground feeder line from the Coal Transfer House to the pump control panel and installation of the high water alarm circuit from the control panel to the flashing high water alarm light at the Coal Transfer House. 4.2 MATERIALS Materials shall be as shown on the Drawing. 4.3 INSTALLATION - Installation shall be as shown on the Drawings and in accordance with requirements of the National Electrical Code, 1990 or latest edition, and the North Carolina State Building Code. Process and sanitary wastes are discharged to the municipal sewerage system. About 0.4 mgd of non -contact cooling water is discharged to the Black Rock Canal via Outfall 001, generally only during the months of May through August. Groundwater contaminated with ammonia and sulfides is used for cooling water. The cooling water previously was not treated before discharge. Sulfides and ammonia are the pollutants of concern in the groundwater. BAT limits for ammonia and sulfides are based on achieving state water Quality standards after dilution of 2.0 my/1 at pH 8.0 for ammonia and a wader quality limit of 1.0 mg/1 for sulfides. Interim limits are in effect from August 1, 1982 (EDP) until August 1, 1983, at which time the one- year schedule of compliance calls for completion of unspecified construction and attainment of final limits, if the permittee is unable to meet the final limits at EDP.
