Miller Brewing - Eden Facility
Rockingham County
The Division issued NPDES permit no. NC0029980 to Miller Brewing Company on February 10, 1997. The
Division has reviewed your request, received March 3, 1998, for the elimination of arsenic, selenium and MBAS monitoring
from outfall 001. As per your request and our review, monitoring for MBAS has been eliminated. Also, although not
eliminated, the monitoring frequency for arsenic and selenium has been reduced from monthly to semi-annually. The
Division cannot eliminate monitoring for these two parameters because they are parameters of concern and were detected in
some of the samples reported. This permit modification is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection
Agency dated December 6, 1983.
Please take notice that this permit is not transferable. Part II, E.4. addresses the requirements to be followed in case
of change in ownership or control of this discharge.
This permit does not affect the legal requirement to obtain other permits which may be required by the Division of
Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other Federal or
Local government permit that may be required.

The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
Monitoring requirement applys only if chlorine is added for disinfection.
Instream monitoring for temperature and dissolved oxygen shall be conducted weekly during the months of June, July, August and September .
Chronic Toxicity (Ceriodaphnia) P/F @ 2.1%; February, May, August, November; See Chronic Toxicity section of the Supplement to Effluent Limitations.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

Miller Brewing, Eden Facility

The Division issued the current NPDES permit to Miller Brewing on February 10,1997. The permit cover letter
indicated that after 12 months of effluent data had been collected, Miller could request deletion of parameters
from its permit.
Miller Brewing has requested deletion of arsenic, selenium and MBAS. A reasonable potential anlaysis was
prepared for each of these parameters (see attached). The data used were monthly DMR values from March
1997 to March 1998. The data indicate that there is not reasonable potential for standard violations, however
each parameter was detected at least once. In light of these findings, and due to the fact that arsenic and
selenium are parameters of concern that have been detected, it is recommended that monitoring be maintained
for arsenic and selenium but that the frequency be reduced to semi-annual. It is recommended that MBAS
monitoring be removed from the permit.
I have discussed this request with David Russell of the Winston-Salem Regional Office. He concurs with a
relaxation of the monitoring for these parameters.

Continue to discharge 0.148 MGD of treated wastewater from treatment facilities. A
package plant for treating domestic wastewater consists of a comminutor, bar screen, diffused
aeration basin and clarifier which empties to an aerated lagoon. The industrial wastewater
treatment process consists of a mechanical oil skimmer which empties to the prey' • ly
mentioned aerated lagoon, combining with the domestic wastewater. At this po' t b •h
industrial and domestic wastewater are further treated via pH adjustment and al nfi m
addition, dissolved air floatation (DAF), pH adjustment for the effluent, mech
screening, ultrasonic flow measurement, a sludge holding tank and a sludge filter press.
These treatment systems are located at CR Industries, the intersection of US Highway 321
and NCSR 1103, south of Gastonia, Gas n County (See Part III of this permit), and
2. After receiving an Authorization to Construc v► a groundwater remediation system,
#' discharge eated groundwater from this trea i nt system. Treated groundwater flow (in
combina ' n with process and domestic wastewater flow) is not to exceed 0.148 MGD and
will be di charged through the same outfall.
Discharg from said treatment system at the location specified on the attached map into
Crowder Creek (Class C) in the Catawba River Basin.
