3. Project Description:
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application
This project is located in Goldsboro, Wayne County, North Carolina and abuts
Howell's Creek at tributaries of Howell's Creek along the northeastern side. The total
site is 106.7 acres, 17.1 acres is presently under construction for the development of
Magnolia Grove Phase I and 28.6 acres of which are part of the subject phase,
Magnolia Grove Phase II.
The subject property is flat, cleared, and used for agricultural purposes except for a
single family house & small portion of woods adjacent to Howells Branch along the
northeast portion of the development . Adorners are single family residential, rural
residential, a vacant church owned property, and a private school property. The
property is flat, having slopes of 0% to 2% except near wooded areas along Howell's
Creek which have slopes of 5% to 10%. Soils are primarily soils group A along with
pockets of group A/D and B/D soils.

Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:
Magnolia Grove is a proposed 106.7 acre development consisting of 87.13 acres of
single family residential lots projected to have 303 lots, a 2.4 acre amenity area, a
12.7 acre townhome area, and 4.47 acres reserved for unspecified commercial use.
The subject phase, Phase 2, is the second of 3 single family residential phases and
consists of 28.6 acres and 131 lots having average areas of 0.2 acres (minimum lot
size 0.14 acres). Phase 2 is projected to have an impervious area of 46%.
Typical Roadway Construction techniques and Equipment will be used.
The buffer impact is required to provide a vegetative strip for a level spreader for one
stormwater outfall.

Permits for water extension, sanitary sewer extension, NCDOT Driveway,
Stormwater, and Soil & Erosion Control for Magnolia Grove Phase 1 have been
applied for and approved. No buffer impacts applied for Phase 1 and the phase is
currently under construction.
Permits for water extension, sanitary sewer extension, Stormwater, and Soil &
Erosion Control for Magnolia Grove Phase 2 which are currently under review.
Soil and Erosion Control comments form Magnolia Grove Phase II were issued on
February 17, 2022 and were responded to on February 28th 2022. The only
remaining erosion control issue is obtaining a permit for the zone 2 riparian buffer
impacts. The NCG01 permit will be applied for after EC permit is issued.

Comments:
Stormwater management feature is a the lower portion of a vegetated filter strip
which will be vegetated with Centipede or Common Bermuda. All remaining
excavation is for grading and will be revegetated. Erosion Control practices within
zone 2 is silt fence and a silt fence outlet.

Storm networks have been designed with minimal slopes and minimal pipe
coverages to minimize the portion of the vegetative filter strip laying within the buffer.

Perimeter Silt fence and silt fence outlet installation to define limits of disturbance and
to prevent sediment from leaving disturbed area. Construction sequence oriented
towards stabilizing the level spreader and associated vegetative filter strip prior to
installation of the associated pipe network.
