Dear Jim,
This letter is written to inform you that Phase II of the NCNG Morganton Regional Readiness Center
is submitting a major modification for the Stormwater Permit No. SW1191201. The project is
currently under construction. This Major Modifications is for the addition of an Army Combat Fitness
Test (ACFT) field that is composed of sidewalk and artificial turf (both considered BUA). Some of the
permitted "future" BUA in the MOV parking lot expansion is also being installed now. The ACFT field
has increased the amount of impervious on site, but it will not be treated in either of the wet ponds.
The additional BUA will use some of the previous impervious credit established as part of the original
permit. As seen on sheet C4.8, there is a new drainage area A3 that bypasses BUA around the wet
pond SCM. The new bypass drainage area joins the permitted bypass flow at analysis point A.
