Dear Mr. Warren:
On March 9, 2022, Josh Brigham of the Raleigh Regional Office conducted a compliance evaluation
inspection of the Town of Micro Collection System. The purpose of this inspection was to ensure
compliance with the subject NPDES permit. During the inspection, the guidance of Johnny Dixon, ORC,
was greatly appreciated.
This NPDES compliance evaluation inspection consisted of the following:
• Review of the 15A NCAC 02T .0403 permit requirements;
• Review of the owner/facility information;
• Review of records; and
• On -site inspection of the collection system and pump station units.
Findings during the pre -inspection file review were as follows:
1. The subject facility is classified as CS-1. The designated Operator in Responsible Charge (ORC),
Johnny Dixon, is classified as CS-1, and the Backup ORC (BORC) Charles Warren is classified as
CS-1.
2. The Town of Micro has had no Sanitary Sewer Overflows since the last inspection on February 28,
2018.
Findings during the inspection were as follows:
3. The Micro collection system has 7 pump stations. Five (1, 2, 3, 4, and 7) of the seven pumpstations
were visited during this inspection. Per Mr. Dixon, pump station 7 has been replaced since the last
inspection and has it's own generator. The other stations utilize a backup generator that is kept on
standby at all times. All pump stations had secured access, and exhibited very little to no waste build-
up. A SCADA system has been put in place to monitor stations. The high-water float was tested at

each station and the duplex pumps were operated. Comments regarding each pump station can be
found below:
PSI: There was no emergency contact information sign and the audible alarm was not working.
Please rectify these issues and provide documentation of resolving them.
PS2: The audible alarm was not working. Please rectify this issue and provide documentation of
resolving it.
PS3: There was no emergency contact information sign. Please rectify this issue and provide
documentation of resolving it.
PS4: The visual and audible alarms were not working. Mr. Dixon suspected that this was due to a cut
line. Please rectify these issues and provide documentation of resolving them.
PS7: Pump station is newly built and had no issues.
4. Per Mr. Dixon, the Micro collection system has approximately 7 %2 miles of sewer line. Per Mr.
Dixon's record, approximately 20% of the system was cleaned in 2021
5. A map of the sewer system was available and contained all required information.
6. The Micro collection system has a Fats, Oils, and Grease Program. Materials are distributed with
utility bills.
7. Per Mr. Dixon, the Micro collection system has no high -priority lines.
8. A Spill Response Action.Plan was not available for review during the inspection. Please provide a
copy of a Spill Response Action Plan to this department.
9. Right-of-way maintenance records were not available for review during the inspection.
This inspection letter is being sent as a Notice of Deficiency because of the bolded items listed in
points 3 and 8. Within 30 day of receiving this letter, please provide documentation regarding how
these issues have been resolved.
