If you can get Jonesville to commit to that in writing (by Town Council/Mayor, etc. - I'd be willing to do that). But...the timing on that would also have to be perfect - we would not grant the expansion phase for Elkin until Jonesville had tied -on. And we'd need to document this in our files very well so we wouldn't accidently return it because it had no FONSI. We could also caveat the permit to say that they (Elkin or YVSA) must proceed forward with the SEPA process if they don't tie-in Jonesville and reduce the ultimate flow to the Yadkin (and they would also have to justify all the flow). How does that sound? These are my thoughts as far as the NPDES permit goes - I don't make the call on the SEPA criteria. Give me a ring if I need to clarify further. YVSA's consultant engineer faxed me information that indicates the Elkin plant will be expanded from 1.8 to 2.5 MGD; however, the existing Jonesville 0.4 MGD WWTP will be decommissioned, so the net expansion could be considered as 0.3 MGD which is below the threshold. Can the Elkin plant expansion NPDES permit be conditioned to require the Jonesville WWTP to be taken out of service? If so, maybe the WWTP expansion could be considered below the SEPA threshold and a comprehensive environmental review with a FNSI would not be required. WATER QUAufY f'OiNT SOURCE 3RANCH The Yadkin Valley Sewer Authority would like to construct an upgrade to the existing Town of Elkin WWTP to accommodate sewage from the Towns of Elkin, Jonesville and Ronda, North Carolina. The proposed project would upgrade the Elkin WWTP to accept the flows from the three towns and would require the expansion of the existing Elkin WWTP from 1.8 MGD to 2.5 MGD. For this upgrade, the 2.5 MGD proposed flow would discharge to the Yadkin River at the location (approximate Latitude 36°14'51" and Longitude 85°49'53") identified on the attached drawing. In accordance with the Engineering Alternatives Analysis (EAA) Guidance Document, we are requesting that an evaluation be performed to determine if the proposed discharge is allowable at the proposed location and a determination of the associated speculative limits.
