The plant was expanded to 6 MGD (although no A to C has been found): Tliiie City sent a letter to DEM 5/10/90 stating that it wished to have the requirements for 4 MGD, since it did not have enough flow to warrant limits > 4 MGD. The City w-would like this same scenario with its renewal. TSB recommends issuing the permit for 4 MGD only and have the City reapply for 6 MGD, if necessary, in the future. The facility is operating well under its current limits. Instream data indicates elevated Fecal coliform and BOD5 up and downstream - this could be due to nonpoint sources. Staff report indicates no problems at the plant.
