Box 857 Elkin, North Carolina 28621 Subject: Speculative Effluent Limits Elkin WWTP NPDES Permit #NC0020567 Surly County Dear Mr. Fuller: This letter is in response to your request for speculative effluent limits for a proposed expansion to 2.5 MGD at the Elkin WWTP. Currently, this facility is permitted for flows up to 1.8 MGD. Speculative Limits. Based on available information, speculative effluent limits for the proposed discharge of 2.5 MGD to the Yadkin River are presented in Table 1. A complete evaluation of these limits and monitoring frequencies in addition to monitoring requirements for metals and other toxicants will be addressed upon receipt of a formal NPDES permit modification request. The facility will have a chronic whole effluent toxicity (WET) testing requirement at 1.2 %. Engineering Alternatives Analysis (EAA). Please note that the Division cannot guarantee that an NPDES permit modification for expansion to 2.5 MGD will be issued with these speculative limits. Final decisions can only he made after the Division receives and evaluates a formal permit application for the Towns proposed discharge. In accordance with the North Carolina General Statutes, the practicable wastewater treatment and disposal alternative with the least adverse impact on the environment is required to be implemented. Therefore, as a component of all NPDES permit applications for new or expanding flow, a detailed engineering alternatives analysis (EAA) must be prepared. The EAA must justify requested flows, and provide an analysis of potential wastewater treatment alternatives. Alternatives to a surface water discharge, such as spray/drip irrigation, wastewater reuse, or inflow/infiltration reduction, are considered to be environmentally preferable. A copy of the EAA requirements is attached to this letter. Permit applications for new or expanding flow will be returned as incomplete if all EAA requirements are not adequately addressed. Typically, when an EA is required, the NPDES Unit will not accept an NPDES permit application for the proposed expansion until the Division has approved the SEPA document and sent a Finding of No Significant Impact (FONSI) to the State Clearinghouse for review and comment. However, the Construction Grants and Loans Section has indicated that if the Elkin WWTP accepts flows from the Town of Jonesville, and the Jonesville WWTP is decommissioned, then the net increase would be considered below the SEPA threshold and the Elkin facility would not be required to submit an EA. NC0005312 (formerly Chatham Manufacturing) Interface Fabrics. - NC0021580 Town of Jonesville WWTP - NC0060691 (formerly Candle Corporation) Blythe Homescents International. Table 1 summarizes the1990 model inputs and current values. The model was rerun with updated inputs for all dischargers and the prospective new flow for the Elkin WWTP. It's not clear what CBOD/BOD5 multiplier was used for Louisiana Pacific Corp in 1990. It is also unclear why a flow of 1.6 MGD was used. The CBOD value from the model seems low considering the facility's discharge characteristics. The model was re -run for this segment in the mid-1990s and a multiplier of 4 was used based on a data analysis. Therefore the value of 4 was used for this updated model run. However this yielded a significantly higher CBOD value than was used in the past. This value did affect the results of the level b model. 2. A CBOD/BOD5 multiplier of 3 was used for this discharge. Elkin WWTP - NC0020567 Level B Model Page 1 Although the Elkin WWTP is requesting speculative limit for an expansion from 1.8 MGD to 2.5 MGD, an older run (with a discharge of 1 MGD) was reprocessed for comparison's sake. The increase in Elkin's wastestream from 1 MGD to 2.5 MGD resulted in a minor decrease in the D.O. sag from 5.42 mg/L to 5.39 mg/L at the point of discharge. CBOD increased from 22.98 mg/L to 23.14 mg/L and NBOD increased from 3.24 mg/L to 3.84 mg/L. The removal of the Jonesville discharge resulted in a small increase of the DO levels in the Sandyberry River (from 6.25 mg/L to 7.44 mg/L) and negligible changes to the Yadkin River. Model runs with secondary limits were protective of the 5 mg/L D.O. standard. No ammonia limit will be recommended.
