Authorizations to Construct issued in the past two (2)

An Authorization to construct was recommended by the
Regional Office on May 7, 1996 covering the construction
of a chlorine contact chamber and dechlorination
facility, two clarifiers received perimeter baffles, and
a new effluent pumping station. This A to C (ACA 002305)
could not be located within the Regional Office files.
e. Please provide a description of existing or substantially
constructed wastewater treatment facilities: Automatic
bar screen, parshall flume, fine & coarse mesh screen,
aerated flow equalization, two mechanical aeration
basins, dual clarifiers, enzyme addition, aerobic
digester, sludge drying beds, flow meter, and composite
sampler.
2. Please provide a description of proposed wastewater treatment
facilities: The proposal covers extending the existing
outfall pipe to the main channel of the Northeast Cape Fear
River.
3. Residuals handling and utilization/disposal scheme: Residuals
are dried and taken by McGill Environmental.

PART III - EVALUATION AND RECOMMENDATIONS
This report is being prepared based upon a request for
Authorization to Construct an outfall pipe extension. The facility
is not able to meet toxicity requirements and the improvement is
expected to relieve effluent toxicity due to dilution within the
main channel of the receiving stream.
It is recommended that Authorization to Construct (No.
ACB002305) be granted to the Guilford East Mill's Wastewater
Treatment Plant covering an outfall pipe extension to the main
channel of the Northeast Cape Fear River.
