This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0021547. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Page#1 DocuSign Envelope ID: D081D0E0-8FD0-4DF0-AA5F-91723C6E7328 3/9/2022 3/9/2022 NPDES yr/mo/day 22/03/03 Inspection Type J3111218 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On February 8, 2022, Mr. Jason Smith (ARO Chemist I) conducted a lab inspection at Franklin WWTP and determined that the effluent composite samples were collected prior to chlorination/dechlorination. Mr. Smith relayed this information to Ms. Lauren Armeni (ARO Environmental Specialist) on February 9, 2022. On February 11, 2022, Ms. Armeni had a phone call with Mr. Daniel Boss (ARO Assistant Supervisor) and Mr. Bill Deal (Interim Public Works Director/WWTP ORC) to discuss the situation. Mr. Deal said that they could move the effluent composite sampler and tubing in order to sample post chlorination/dechlorination. Mr. Boss informed Mr. Deal that they did not have to place the sampler after the cascade aeration. On February 28, 2022, Mr. Deal emailed Ms. Armeni pictures that confirmed the sampler and sample tubing had been relocated to post chlorination/dechlorination. On March 3, 2022, Lauren Armeni, with the Asheville Regional Office, conducted an inspection at Franklin WWTP to verify that the effluent composite sampler and tubing were relocated post chlorination/dechlorination. Ms. Armeni was accompanied by Mr. Deal and Mr. Bill Allen (Lab Supervisor/WWTP Backup ORC). During the inspection, Ms. Armeni confirmed during the inspection that the sampler and tubing were moved to the correct location. NC0021547 17 (Cont.)
