Re: NCIRT Initial Review of the Wildlands Tar Pamlico 01 Umbrella Mitigation Banking
Instrument (UMBI) and Great MeadowSite Prospectus
Mr. Jeff Keaton
Wildlands Engineering, Inc.
312 West Millbrook Rd, Suite 225
Raleigh, NC 27609
Dear Mr. Keaton:
This letter is in reference to your prospectus document dated November 23, 2021, for
the proposed Wildlands Tar Pamlico 01 Umbrella Mitigation Bank and Great Meadows
Site. The proposal consists of the establishment and operation of a commercial umbrella
mitigation bank, and the associated 42-acre Great Meadows Mitigation Site, located north
ofthe intersection of Cooper Road and Wheeless Cabin Road, in Nash County, North
Carolina (36.1296° N, -77.9522° W). The proposed bank would include stream and
wetland restoration, enhancement and preservation activities within the Tar Pamlico River
Basin (8-digit hydrologic unit code (HUC): 03020101).
The Corps determined the Prospectus was complete and issued a public notice (P/N
# SAW-2021-01714) on December 9, 2021. The purpose of this notice was to solicit the
views of interested State and Federal agencies and other parties either interested in or
affected by the proposed work. Attached are comments received in response to the
public notice from the United States Fish and Wildlife Service, the North Carolina
Department of Natural and Cultural Resources State Historic Preservation Office, and
the Catawba Indian Nation.
The Corps has considered the comments received from members of the Interagency
Review Team (IRT) and information that was discussed during an IRT site review on
October 20, 2021. We have determined that the proposed mitigation bank appears to
have the potential to restore, enhance and preserve aquatic resources within the 8-digit
HUC 03020101 of the Tar Pamlico River Basin. Therefore, the bank sponsor may
proceed with preparation of a draft UMBI.
Please provide a response to the attached comments with your draft UMBI
submittal. We appreciate your interest in restoring and protecting waters of the United
States. If you have questions regarding this letter, please contact Ms. Sam Daileyat the
Raleigh Regulatory Field Office by email at Samantha.J.Dailey@usace.army.milor
telephone (919) 554-4884, Extension 22.

Project Description:
The bank sponsor proposes the restoration and enhancement of approximately 9,906 linear

Stream restoration activities will include restoring appropriate dimension, pattern, and
profile with Priority 1 restoration. A minimal Priority 2 transition zone at the upstream end
will only be required on Fisher Branch Reach 1. Stabilization structures will be installed,
which will also provide habitat. Fencing will be installed to exclude livestock from all
streams, and native riparian buffers will be planted to a minimum of 50-feet from the
proposed top of bank where no canopy currently exists. All streams on site will have buffers
extending to the required 50 feet. Wetland restoration (reestablishment and rehabilitation)
activities will involve restoring hydrology to formerly drained wetlands, reducing soil
compaction, fencing out livestock, and planting with native woody vegetation. Wetland
Enhancement activities will include cattle exclusion, invasive treatment, and establishing
native vegetation throughout the wetland.

Re: Great Meadow mitigation site, Nash County, ER 21-3197
Dear Mr. Tugwell:
Thank you for your December 9, 2021, submission concerning the above-referenced project. We have
reviewed the materials provided and offer the following comments.
One archaeological site (31NS21) is recorded in the project area. This American Indian site has not been
assessed to determine if it is eligible for listing in the National Register of Historic Places. As site 31NS21
has not been systematically delineated, the extent of any archaeological deposits in the project area is
unknown.
We recommend that prior to any ground disturbing activities within the project area, an archaeological
survey of the project area be conducted by an experienced archaeologist. The purpose of this survey will be
to identify and evaluate the significance of any archaeological sites that may be damaged or destroyed by
the proposed project.
Please note that our office requests consultation with the Office of State Archaeology Review
Archaeologist to discuss appropriate methodologies prior to the archaeological field investigation. You can
find the Review Archaeologist for your region at https://archaeology.ncdcr.gov/about/contact.
A list of archaeological consultants who have conducted or expressed an interest in contract work in North
Carolina is available at https://archaeology.ncdcr.gov/archaeological-consultant-list. The archaeologists
listed, or any other experienced archaeologist, may be contacted to conduct the recommended survey.
One paper and one digital copy of all resulting archaeological reports, as well as one digital copy of the
North Carolina site form for each site recorded, should be forwarded to the Office of State Archaeology
through this office for review and comment as soon as they are available and in advance of any
construction or ground disturbance activities. Office of State Archaeology report guidelines are available at
https://files.nc.gov/dncr-arch/OSA_Guidelines_Dec2017.pdf.

We have determined that the project as proposed will not have an effect on any historic structures.
The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the
Advisory Council on Historic Preservation’s Regulations for Compliance with Section 106 codified at 36
CFR Part 800.
Thank you for your cooperation and consideration. If you have questions concerning the above comment,
