The proposal consists of the establishment and operation of a commercial umbrella mitigation bank, and the associated 42-acre Great Meadows Mitigation Site, located north ofthe intersection of Cooper Road and Wheeless Cabin Road, in Nash County, North Carolina (36.1296° N, -77.9522° W). The proposed bank would include stream and wetland restoration, enhancement and preservation activities within the Tar Pamlico River Basin (8-digit hydrologic unit code (HUC): 03020101). The Corps determined the Prospectus was complete and issued a public notice (P/N # SAW-2021-01714) on December 9, 2021. The purpose of this notice was to solicit the views of interested State and Federal agencies and other parties either interested in or affected by the proposed work. Attached are comments received in response to the public notice from the United States Fish and Wildlife Service, the North Carolina Department of Natural and Cultural Resources State Historic Preservation Office, and the Catawba Indian Nation. The Corps has considered the comments received from members of the Interagency Review Team (IRT) and information that was discussed during an IRT site review on October 20, 2021. We have determined that the proposed mitigation bank appears to have the potential to restore, enhance and preserve aquatic resources within the 8-digit HUC 03020101 of the Tar Pamlico River Basin. Therefore, the bank sponsor may proceed with preparation of a draft UMBI. Please provide a response to the attached comments with your draft UMBI submittal. Stream restoration activities will include restoring appropriate dimension, pattern, and profile with Priority 1 restoration. A minimal Priority 2 transition zone at the upstream end will only be required on Fisher Branch Reach 1. Stabilization structures will be installed, which will also provide habitat. Fencing will be installed to exclude livestock from all streams, and native riparian buffers will be planted to a minimum of 50-feet from the proposed top of bank where no canopy currently exists. All streams on site will have buffers extending to the required 50 feet. Wetland restoration (reestablishment and rehabilitation) activities will involve restoring hydrology to formerly drained wetlands, reducing soil compaction, fencing out livestock, and planting with native woody vegetation. Wetland Enhancement activities will include cattle exclusion, invasive treatment, and establishing native vegetation throughout the wetland. We have reviewed the materials provided and offer the following comments. One archaeological site (31NS21) is recorded in the project area. This American Indian site has not been assessed to determine if it is eligible for listing in the National Register of Historic Places. As site 31NS21 has not been systematically delineated, the extent of any archaeological deposits in the project area is unknown. We recommend that prior to any ground disturbing activities within the project area, an archaeological survey of the project area be conducted by an experienced archaeologist. The purpose of this survey will be to identify and evaluate the significance of any archaeological sites that may be damaged or destroyed by the proposed project. Please note that our office requests consultation with the Office of State Archaeology Review Archaeologist to discuss appropriate methodologies prior to the archaeological field investigation.
