However, if you're looking for a jumping-off point that doesn't require citing a specific business type, I would suggest the we use the "per acre" option put forth in 15A NCAC 02T .0114 (d). If your PE team determines the 880 gallons/acre option (total of 15,638 GPD by my math) to be sufficiently served by the existing 8" line design, then you are welcome to submit the revisions of only the necessary pages, as you did before. However, if you feel that the main line should be sized up to meet this maximum flow design, please go ahead and resubmit the application entirely, keeping the project name the same. Either way, I will use the same check to cover the processing fee (as long as revisions are submitted within 30 days). I would like to emphasize that upon permit issuance, receiving any tributary flow greater than the 15,638 GPD design would constitute a permit violation, and thus it will be the responsibility of VMI LLC to size this system up and submit future modifications to the permit as long as it is owned by them and the lots are under development. This is no different than the legal requirements with any other permit type, but it bears explicit statement when designs are being based on a more general estimate. I look forward to hearing from you about our next step, and will do everything in my power to move this right through after I have received the revised permit application. Per 15A NCAC 02T .0304(b), downstream capacity has not been assured. There is no way to determine if the sewer system pipe sizing is adequate because there is no estimated design flow. 2. If all of the 6" laterals servicing the lots were running at design capacity (flowing half - full), this would cause capacity issues in the downstream 8" line. 3. 8" diameter for the sewer main is only the minimum required size, this does not assure capacity for all possible wastewater flow possibilities. The main issue that caught his eye is the permitting of the dry lines with no known or planned source for wastewater flow (02T .0304 (b)). Apparently, these types of lines have caused a significant amount of non-compliance in the past, as it is notably hard to keep track of when flow is made tributary (sometimes months or even years later), and thus the DEQ's responsibility to monitor capacity at downstream wastewater facilities is jeopardized. Therefore, it has become standard practice to restrict the permitting of these sites to an in-depth case - by -case review. Within my conversation with him, I also noticed that there is a discrepancy between the project description as provided in the narrative and in the FTA document. The narrative lists the site description as nine lots, of which two lots already have existing buildings. However, in item VI.8 on FTA 06-21, the explanation for zero flow states that the permit is requested for four lots, and those other lots and buildings are not mentioned. Before moving forward, I will need you to clarify the number of lots planned, as well as whether these buildings are already tied to the existing sewer, or if they will soon be tied in through this project. It will help you understand better when you see the Overall Plan. Lots 1 & 2 already have sewer service to existing sewer lines. Lots 3,4,6, 7 & 8 (five lots*) are the only lots connecting to this proposed 8" sewer main. * The contractor is to verify if lot 9 has a existing sewer connection, I show a sewer service just in case if this lot does not have existing sewer service. Lot 5 contains the Permanent Wet Detention Pond that needs no sewer service. Lastly, it would also be helpful for your case to provide the following for our engineer's review: • a detailed justification for why the dry line is necessary now, rather than waiting for each lot developer to apply for their own extension permit as needed (which, for the reasons stated above, is preferred by our division) We are requesting approval of the proposed 8" sewer mains now so the owner can install the water and sewer lines, then construct the proposed public culdesac. With the proposed culdesac built he can then recorded a plat subdividing the lots (9 total). 6 At such time then he can sell the lots. Without the water and sewer lines in place he can not sell the lots. • an estimated schedule for when the permit modifications would be made to make flow tributary to each lot Once the individual lots are recorded the owner will list the lots for purchase. When a lot sells and the lot use is determined, then the sewer flow can be determined for that lot. This will be done for each lot for sale. • approximate total flows expected on the dry line (to verify proper sizing) The minimum sewer line main size in High Point, NC is 8" diameter pipe. Our plans were approved by High Point with 8" sewer line mains. • a detailed plan for plugging or valving off the line to ensure that no illegal tie-ins or tributary flows are made to the dry line between the time of installation and the time flow is permitted, and The proposed 8" sewer main line ties into an existing sewer manhole. The Utility Contractor could install the proposed 8" sewer main and make the connection to the existing manhole then install a temporary plug in the proposed 8" sewer main. At such time the proposed sewer main will be certified and ready to be put in service. When the first lot is sold then the owner will have the contractor remove the temporary plug. Only the five (5) maybe six (6) lots will tie to this 8" sewer main. • a copy of the design plans which shows the relationship of the dry line to any existing sewers. A pdf of the Overall Plan and Sanitary Sewer Plan & Profile, Approved by City of High Point, are included. Please note that even upon the submittal of this additional information, the issuance of a permit cannot be guaranteed. This is just the minimum needed by the engineer to assess the request. I know this is a lot, so if you have any further follow ups I'm happy to seek out answers for you.
