SUBJECT: CAMA.Dredge/Fill Permit Application for Claude Bouchard, New Hanover
County, North Carolina.
Biologists with the North Carolina Wildlife Resources COMMiSSi011 (NCWRC) reviewed the permit
application with regard to impacts on fish and wildlife resources. The project site is located at 235 Florida
Avenue adJacent to the Carolina Beach Yacht Basin in CarolinaBeach, NC. Our comments are provided
in accordance with provisions of the Coastal Area Management Act (GS, 11 3A-100 through 113A-1 28),
as amended, Sections 401 and 404 orthe Clean Water Act, as amended, the Endangered Species Act of
1973, as amended (16 U.S.C, 1531 et sect.), the Fish and Wildlife Coordination Act (48 Star. 401, as,
amended; 16 U.S.C. 661 et seq.), the Magnuson -Stevens Fishery Conservation and Management Act
(FCMA), as amended (16 U.S.C. 1801 et seq.), and tile Migratory BirdTreaty Act (t 6 U-S.C.703-712 et
sell.),
The applicant proposes to expand the existing two slip docking facility to accommodate four slips as well.

ft' of coastal wetlands. The existing dwelling's foundation is located 7.5' from the existing bulkhead, and
is the reason for the extended distance from the bulkhead and wetland fill. The Carolina Yacht Basin is
classified Sly by the Environmental Management Commission.
The NCWRC has reviewed the permit application and does not object to the overall proJect proposal.
However, we generally do not favor projects that extend greater than 2' waterward existing structures,
enlarging the area of coastal wetland fill, Therefore, we request the applicant consider a closer alignment
to the structure to minimize the proposed wetland impacts.
