Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site is located within a City of Raleigh sewer easement which has a sewer line running alongside a stream that feeds to Mine Creek. The western stream bank has eroded to a point where it is at risk of exposing and damaging the nearby sanitary sewer pipe. Additionally, there is large woody debris within the stream channel that is causing flow blockages. 4b. Explain the purpose of the proposed project: * The purpose of the project is to stabilize a failing streambank to protect the nearby sanitary sewer pipe in two locations. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The purpose of this project is to stabilize a failing streambank in two areas to prevent the exposure of a gravity sewer pipe. The project will temporarily impact a total of approximately .057 acres (2,500 SF, 250 LF) of eastern streambank on an unnamed tributary to Mine Creek near 1307 Sawmill Road at 35.886533,-78.667706 decimal degrees. Work will entail creating a dry work area, establishing a stable toe, constructing a stable bank using rock/geotextile, coir matting or a combination of the two and establishing a stable segment of stream bed at the base of the bank. Fallen trees between the two work areas will be removed from stream. The site will be accessed from the existing sanitary sewer easement to the southeast of the site along with a right of entry agreement from the neighborhood HOA. The temporary disturbance will occur inside the maintained easement. Erosion control measures will be installed prior to work. 5. Jurisdictional Determinations 5a.
