Inspection Summary:
Permit coverage for this facility was initially issued on October 19, 2020, which authorized discharges of stormwater only
from three proposed outfalls. Permit coverage was automatically renewed on July 1, 2021. Site visit conducted in response
to submittal of a revised NOI application and other supporting documents to modify permit coverage to remove a stormwater
outfall and add two wastewater outfalls for mine dewatering and process wastewater. Per the revised NOI; outfall 001 will be
stormwater and mine dewatering wastewater, outfall 002 and 003 will be stormwater only, and outfall 004 will be stormwater
and process wastewater from a new sand washing system with four settling basins. Site visit was conducted with Chad
Autry with Autry Grading as well as Larry Anderson and Daniel with Anderson Engineering & Associates (consultant). A
review of the application documents and modified site plans was conducted. Observations of the new sand washing system
(plant and settling basins), currently installed sediment/stormwater basin and dewatering basin were made. One of the
sediment/stormwater basins has not yet been constructed as the associated mining area has not been excavated.
According to Mr. Autry, there have been no discharges from the sand washing settling basins as the outlet pipe is closed off
and any accumulated wash water and/or stormwater is pumped back to the washing plant. The wash system is intended to
be a closed -loop recycle system where discharges would likely only occur during large storm events. Likewise, there has so
far been no discharges from the dewatering basin due to its storage capacity. Monitoring requirements under the
NCG020000 permit for discharges of stormwater, mine dewatering wastewater and process wastewater was discussed.
Based on a review of the application documents, onsite discussion with operator/consultant, and observations made during
the site visit; staff with the Fayetteville Regional Office have no objections to modifying the facility's Certificate of Coverage
under the NCG020000 permit to authorize the discharge of stormwater, mine dewatering wastewater and process
wastewater. The Certificate of Coverage should also be modified regarding the receiving waters, which should be Big Branch
class B waters in the Cape Fear River Basin.
