NC0027359 AND CHATUGE HYDRO PLANT (CTH) NPDES PERMIT NO NC0027332 - OUTFALL SAMPLING METHODOLOGY Dear Mr. Guerrat: This letter is being submitted in response to your conversation with Melissa Tupps on December 7, 2005, concerning the sampling of outfalls at HIH and CTH. Pursuit to the North Carolina Laboratory Certification Protocol, we have resampled and resubmitted results to your office on Hill Outfalls 001, 002, and 0005 relating to oil and grease and pH in accordance with our permit. All four samples for each outfall were collected on the same day but at different times. Outfall 002 which is waters from draft tube unwatering operations is an intermittent discharge. If all four samples are not collected during the unwatering event, it is possible that we would not be able to collect the required four samples since there may not be four unwatering events during the permit life. There are two sample locations for HIH Outfall 005 which are waters from the lower and upper gallery drains, and waters from Unit 2 floor drains and wheel pit leakage. Samples are collected from the small Unit 2 sump as well as the sump in the dam. Both of these sumps are routed to Outfall 005. The small unit 2 sump routes into the sump in the dam then is discharged from Outfall 005. In the December 7, 2005, conversation, you suggested that we should only pull samples from the sump in the dam. Enclosed for your convenience is a letter dated August 17, 200. , discussing each outfall location and enclosed schematic drawings. We plan on resampling the outfalls at CTH. Currently no unwatering events are planned so it may not be possible for us to recollect the four samples for Outfall 002. If there is an unwatering event, we would need to collect all four samples on the same day but at different times. We would also plan on collecting the four samples for Outfall 001 in the same manner. *NPDES Correspondence 2 Please provide us with guidance concerning the sampling of Outfall 005 at HIFI and the collection of all four samples on the same day but at different times at Hill and CTH. The minimum normal operating tail water level at HIH is at elevation 1272.5. The discharge elevation for each outfall is listed below: Outfall #001 Outfall #002 Outfall #003 Outfall #004 Outfall #005 Discharge Elevation 1265.17 Discharge Elevation 1270.0 Discharge Elevation 1268.5 Discharge Elevation 1264.0 Discharge Elevation 1267.0 All the outfalls are below the minimum tail water levels and, therefore, are not visible from the surface.
