5. Directions to Site: From the junction of Highway 268 and
Highway 321 north of the City of Lenoir, travel northeast on
Highway 268 approximately 4 miles. The school is located
on the left side of Highway 268.

water treatment facility does not appear to be located in

The existing wastewater treatment facilities consist of a
bar screen with a mechanical comminutor, aeration tank,
secondary clarifier and effluent disinfection.
5. Sludge Handling and Disposal Scheme: Sludge is removed as
needed by a septage hauler.

PART IV - EVALUATION AND RECOMMENDATIONS
NPDES Discharge Permit No. NC 0043125 was originally issued
to The Patterson School on January 1, 1989 for the operation of
an existing 25,000 GPD wastewater treatment plant off N. C.
Highway 268 in Caldwell County. The facility discharges to
Barnett Branch, a tributary to Yadkin River. A staff report on
the subject facility, dated March 15, 1988, was prepared by
Michael L. Parker of this Office after an inspection of the
facility in connection with permit renewal request.

Currently, the Permittee has requested that the existing
discharge point be relocated and that the treated effluent be
discharged directly into Yadkin River without disinfection.
On -site investigation performed by staff of this Office
indicated that the designated receiving water has a strong flow.
An estimated flow at the point of discharge from Cellu Products,
approximately two miles upstream from the proposed is
approximately eight (8) cubic feet per second (summer). Thus,
the dilution ratio (207 to 1) between the receiving stream and
discharge flow would be greater than 67 to 1 which is the minimum
dilution ratio set forth by the State for any discharge without
disinfection.
It is recommended that the Permit modification request be
approved and a new permit with the proposed discharge point and
without disinfection of effluent requirement be issued to
applicant as requested.
