Re: Permit Application for the proposed Williams/Matlock Mitigation Site in Union County
DWQ No. 04-1621 for TIP No. R-2123AC, BB, and CC
Dear Mr. Mickey:
Thank you for the opportunity to visit the proposed Williams/Matlock mitigation site on Thursday,
October 7, 2004. Based on the field visit and the preliminary application review, additional information
should be provided for the proposed project. The following information should be provided:
• Appendix 1 of the proposed restoration plan appears to be for the Lemmond/Deberry project.
The correct Appendix 1 for the Williams/Matlock prbject should be provided.
• The permit application for the mitigation plan does no have a conservation easement. A
conservation easement should be provided to DWQ as~oon as possible.
• The relocation plan does not show the location of all restoration structures. A plan view of the
proposed stream should be provided with station numbers that describe what and where each
structure will be. Pictures of each location should be provided with the plan view.
• The reference reach is located in the Triassic Basin. DWQ does not think that the reference reach
is appropriate for comparison to the proposed stream restoration site. Amore appropriate
reference reach should be identified for the proposed project.
Therefore, pursuant to 15A NCAC 2H .0507(a)(5), we will have to place the permit application on hold
until we are supplied the necessary information. Furthermore, until the information is received by the NC
Division of Water Quality, we request (by copy of this letter) that the US Army Corps of Engineers place
the permit application on hold.
