Dear Mr. Kegley,
Please find enclosed an application for a permit to construct one water -supply well (PW1D) for
the Bogue Banks Water Corporation (BBWC), Carteret County, North Carolina. Groundwater
Management Associates, Inc. (GMA) is working with BBWC to provide professional consulting
services associated with the drilling, construction, and testing of one water supply well at 701
Emerald Drive, Emerald Isle, Carteret County, North Carolina. New water supply well PW1D is
intended to be constructed as a replacement on the same property as the former/abandoned
well PW1. New water supply well PW1D will be constructed in the Middle Castle Hayne Aquifer.
The enclosed permit application includes the GW-22W form, BBWC 2020 Local Water Supply
Plan, a diagram of the proposed well construction, a map detailing location and parcel
information, and a copy of the Well Site Variance Approval letter issued by Heidi Cox with the
NCDEQ Public Water Supply Section.
The water supply well will be constructed of PVC and stainless -steel casing, and stainless -steel
screens, and built according to the North Carolina Well Construction Standards (NCAC 02C).
Casings will be properly grouted to prevent interconnection of the aquifers. Certified Well
Contractor Magette Well and Pump Company (Magette) of Ahoskie, North Carolina will be
contracted to perform the drilling operations, and Magette is ready to begin as soon as we have
a well permit. Our plan is to have Magette begin drilling operations by April 1st, 2022, pending
receipt of the well construction permit. Your help with meeting our proposed timetable would
be appreciated.

The Public Water Supply Section received a variance request on May 12, 2021 from
Mr. Seola Hill, Executive Director of Bogue Banks Water Corporation requesting a
variance per 15A NCAC 18C .0203(a)(5) for smaller well lots and reduced separation
distances to buildings and surface water for a replacement well located at the existing well 1 and
seven (7) additional lots to locate three additional wells at the above referenced water system.
The proposed sites were investigated by Mr. Joshua Pack, Engineer II, from the Public
Water Supply (PWS) Section. On June 17, 2021, a meeting to address questions about the
request was held between Public Water Supply Staff (Joshua Pack, Heidi Cox, and Rebecca
Sadosky) and Mr. Seola Hill.
The documentation provided by the water system states that they are unable to
locate a suitable vacant lot within the service area. They state "It is impracticable to find a
qualifying lot given the geography of the island, size and availability of lots, and prices
demanded. We have several existing older well sites with smaller dimensions that have been
safely in use for many years." During the July 171h meeting, Mr. Hill indicated that the Bogue
Banks Water System has an emergency interconnection with the Town of Pine Knoll Shores,
but water from the Town of Pine Knoll Shores is not available for regular use during the time
frame because it is needed to meet their own periods of peak demand.
After reviewing the variance request and meeting with Mr. Hill, we understand
existing Well 1 is experiencing saltwater intrusion believed to be from a crack in the
casing that has not been located and therefore cannot be repaired. The system has
requested approval of a smaller well lot and reduced separation distances in accordance
with 15A NCAC 18C .0203(a)(5) and proposes to drill a new well approximately 15 feet
west of existing Well 1, located at 701 Emerald Drive. The proposed well location for

replacement of Well 1 will not be in compliance with 15A NCAC 18C .0203(a)(1) or 15A
NCAC 18C .0203(a)(2)(D). The existing Well 1 site, as shown on Attachment 1(Map from
Variance Request Letter), is approved for a replacement well.
We also understand that an additional one or two wells are needed to blend with the
existing wells pumping to the existing Reverse Osmosis Plant (Facility name:
TREATMENT_PLT_WELLS 4A,5A,8,12 and Facility ID: PRO) to lower the overall chloride
levels entering the plant, thereby lowering the pressures, and extending the life of the treatment
system. The existing RO plant produces 37% of the water in the summer and 90% in the winter
for Bogue Banks Water Corp. Without additional wells, the system states it will have to spend
millions of dollars to redo this plant to handle the higher chlorides and resulting elevated
pressure. Four sites were proposed in the variance request letter, but the system has since
stated that only 1 or 2 are needed. Therefore, we are approving the two proposed sites located
at Emerald Landing & Highway 58 and Emerald Landing & Crew Drive in accordance with
15A NCAC 18C .0203(a)(5) and shown on Attachment 2 & 3(Maps from Variance
Request Letter).
In addition, the water system stated that an additional well site is needed to supply a
proposed RO plant that is being constructed to help mitigate intermittent problems with
TTHMs in the eastern end of the service area. Three sites were proposed in the variance request
letter, but the system stated that one new well site is needed to supply the proposed new RO
Plant. The system stated that the variances were needed for the same reasons as stated in the
second paragraph above. Therefore, the proposed site located at 7101-7109 Emerald Landing
is approved in accordance with 15A NCAC 18C .0203(a)(5) and as shown on Attachment
4(Map from Variance Request Letter).
The documentation provided supports that it is impracticable, taking into
consideration feasibility and cost, for this water system to locate well sites that meet the
requirements of 15ANCAC 18C .0203(a)(1), 15A NCAC 18C .0203(a)(2)(D), 15A NCAC
18C .0203(a)(2)(E) or another approved source of water. The new wells are necessary to
continue to meet the existing demands of the current customers during peak summer
day demand.
In accordance with 15A NCAC 18C .0203(a)(5), the four well lots as
described above are approved for new wells to replace existing Well 1 located at 701
Emerald Drive, to supplement blending of the water pumping to the existing RO Plant,
and to supply a proposed new RO plant to assist in compliance with TTHMs.
Note, the approval of the above four sites for proposed wells is valid until
June 25, 2023. If plan approval and authorization to construct are not issued by
the PWS Section as specified in 15A NCAC 18C .0301-.0309 by June 29, 2023, the
variance granted in this letter is void and the water system will need to submit a
new variance request.

This PWS Section "Variance Request approval' letter does not address other
agency applicable rules and requirements pertaining to well construction and
registration.
Local county well construction rules and ordinances may include additional
requirements.
Well construction must meet the standards specified in the Well Construction
Standards (15A NCAC 2C). Be aware that these rules require a permit to be obtained
from the Water Quality Regional Operations Section of the Division of Water
Resources before the wells are constructed if it is anticipated that the new wells will be
part of a water system with a design capacity of 100,000 gallons per day or greater. In
addition, these rules require that the wells be constructed by a properly certified well

We currently have a well on this site (W1 Red X). It was our first well and pre -dates size regulations. This is a low
producing well (roughly 125gpm) and has been experiencing saltwater intrusion from ground water. We believe there is
a crack in the casing somewhere that we cannot find or repair. Being that we've had the well established for so many
years, we would like to move over to the West (left) 15' and drill a new well (Blue +). We already had the well videoed
and repair one spot in the pipe that we could find. It did not resolve the issue. We will have to abandon the well
completely if we cannot redrill to the side. Blue line is 100' radius around proposed new well. The site is 20' above sea
level and not in a flood zone. We would like to request a variance on the 100' distance to redrill this well on site.

Emerald Landing and Hwy58
I
This lot is along the main drag in Emerald Isle on Hwy58/Emerald Drive between a major commercial business,
Transportation Impact, and a major grocery store, Publix. The blue circle is the 100' radius with the blue cross being the
proposed well site. The land elevation is 10' above sea level and it is not in a flood zone. We are asking for a variance on
the control area. Lot width is 150', so we will need a variance down to 75' radius around the wellhead. Site would be
used for the existing RO plant.

Emerald Landing and Crew Dr
This lot is similar to the previous one, large enough size but needs a variance from the water. While this lot is more
wooded, it has the same elevations in near crew drive and then tapers off to the waterline. There is no seawall on this
lot. We'd like to request a variance on the 100' water setback on this site as well. Blue line is 100' radius around
proposed new well (Blue +). I split the difference between the property edge and waterline. Any other variation on
location will work for us as well. The well site is 14' above sea level and is not in a Flood Zone. We would like to request a
variance to the setback from groundwater at this site. Site would be used for the existing RO plant.

7101 to 7109 Emerald Dr
This lot is comprised of 5 parcels and is 150' x 425' x 146'x 150'. The blue circle is a 100' radius. The well site is 24' above
sea level and not in a flood zone. The well could be placed anywhere inside the lot East to West (left to right). We would
like to request a variance on the controlled space around the well head. This is in a neighborhood and a change to the
restrictive covenants will be needed to allow use. Site would be used for the new RO plant.
