THE NCGO1 CONSTRUCTION GENERAL PERMIT
Implementing the details and specifications on this plan sheet will result in the construction
activity being considered compliant with the Ground Stabilization and Materials Handling
sections of the NCGO1 Construction General Permit (Sections E and F, respectively). The
permittee shall comply with the Erosion and Sediment Control plan approved by the
delegated authority having jurisdiction. All details and specifications shown on this sheet

Note: After the permanent cessation of construction activities, any areas with temporary
ground stabilization shall be converted to permanent ground stabilization as soon as
practicable but in no case longer than 90 calendar days after the last land disturbing
activity. Temporary ground stabilization shall be maintained in a manner to render the
surface stable against accelerated erosion until permanent ground stabilization is achieved.
GROUND STABILIZATION SPECIFICATION
Stabilize the ground sufficiently so that rain will not dislodge the soil. Use one of the
techniques in the table below:

POLYACRYLAMIDES (PAMS) AND FLOCCULANTS
1. Select flocculants that are appropriate for the soils being exposed during
construction, selecting from the NC DWR List of Approved PAMS/Flocculants.
2. Apply flocculants at or before the inlets to Erosion and Sediment Control Measures.
3. Apply flocculants at the concentrations specified in the NC DWR List of Approved
PAMS/Flocculants and in accordance with the manufacturer's instructions.
4. Provide ponding area for containment of treated Stormwater before discharging
offsite.
5 Store flocculants in leak -proof containers that are kept under storm -resistant cover
or surrounded by secondary containment structures.
EQUIPMENT AND VEHICLE MAINTENANCE
1. Maintain vehicles and equipment to prevent discharge of fluids.
2. Provide drip pans under any stored equipment.
3. Identify leaks and repair as soon as feasible, or remove leaking equipment from the
project.
4. Collect all spent fluids, store in separate containers and properly dispose as
hazardous waste (recycle when possible).
5. Remove leaking vehicles and construction equipment from service until the problem
has been corrected.
6. Bring used fuels, lubricants, coolants, hydraulic fluids and other petroleum products
to a recycling or disposal center that handles these materials.
LITTER, BUILDING MATERIAL AND LAND CLEARING WASTE
1. Never bury or burn waste. Place litter and debris in approved waste containers.
2. Provide a sufficient number and size of waste containers (e.g dumpster, trash
receptacle) on site to contain construction and domestic wastes.
3. Locate waste containers at least 50 feet away from storm drain inlets and surface
waters unless no other alternatives are reasonably available.
4. Locate waste containers on areas that do not receive substantial amounts of runoff
from upland areas and does not drain directly to a storm drain, stream or wetland.
5. Cover waste containers at the end of each workday and before storm events or
provide secondary containment. Repair or replace damaged waste containers.
6. Anchor all lightweight items in waste containers during times of high winds.
7. Empty waste containers as needed to prevent overflow. Clean up immediately if
containers overflow.
8. Dispose waste off -site at an approved disposal facility.
9. On business days, clean up and dispose of waste in designated waste containers.
PAINT AND OTHER LIQUID WASTE
1. Do not dump paint and other liquid waste into storm drains, streams or wetlands.
2. Locate paint washouts at least 50 feet away from storm drain inlets and surface
waters unless no other alternatives are reasonably available.
3. Contain liquid wastes in a controlled area.
4. Containment must be labeled, sized and placed appropriately for the needs of site.
5. Prevent the discharge of soaps, solvents, detergents and other liquid wastes from
construction sites.
PORTABLE TOILETS
1. Install portable toilets on level ground, at least 50 feet away from storm drains,
streams or wetlands unless there is no alternative reasonably available. If 50 foot
offset is not attainable, provide relocation of portable toilet behind silt fence or place
on a gravel pad and surround with sand bags.
2. Provide staking or anchoring of portable toilets during periods of high winds or in high
foot traffic areas.
3. Monitor portable toilets for leaking and properly dispose of any leaked material.
Utilize a licensed sanitary waste hauler to remove leaking portable toilets and replace
with properly operating unit.
EARTHEN STOCKPILE MANAGEMENT
1. Show stockpile locations on plans. Locate earthen -material stockpile areas at least
50 feet away from storm drain inlets, sediment basins, perimeter sediment controls
and surface waters unless it can be shown no other alternatives are reasonably
available.
2. Protect stockpile with silt fence installed along toe of slope with a minimum offset of
five feet from the toe of stockpile.
3. Provide stable stone access point when feasible.
4. Stabilize stockpile within the timeframes provided on this sheet and in accordance
with the approved plan and any additional requirements. Soil stabilization is defined
as vegetative, physical or chemical coverage techniques that will restrain accelerated
erosion on disturbed soils for temporary or permanent control needs.

1. Do not discharge concrete or cement slurry from the site.
2. Dispose of, or recycle settled, hardened concrete residue in accordance with local
and state solid waste regulations and at an approved facility.

4. Install temporary concrete washouts per local requirements, where applicable. If an
alternate method or product is to be used, contact your approval authority for
review and approval. If local standard details are not available, use one of the two
types of temporary concrete washouts provided on this detail.
5. Do not use concrete washouts for dewatering or storing defective curb or sidewalk
sections. Stormwater accumulated within the washout may not be pumped into or
discharged to the storm drain system or receiving surface waters. Liquid waste must
be pumped out and removed from project.
6. Locate washouts at least 50 feet from storm drain inlets and surface waters unless it
can be shown that no other alternatives are reasonably available. At a minimum,
install protection of storm drain inlet(s) closest to the washout which could receive
spills or overflow.
7. Locate washouts in an easily accessible area, on level ground and install a stone
entrance pad in front of the washout. Additional controls may be required by the
approving authority.
8. Install at least one sign directing concrete trucks to the washout within the project
limits. Post signage on the washout itself to identify this location.
9. Remove leavings from the washout when at approximately 75% capacity to limit
overflow events. Replace the tarp, sand bags or other temporary structural
components when no longer functional. When utilizing alternative or proprietary
products, follow manufacturer's instructions.
10. At the completion of the concrete work, remove remaining leavings and dispose of
in an approved disposal facility. Fill pit, if applicable, and stabilize any disturbance
caused by removal of washout.
HERBICIDES, PESTICIDES AND RODENTICIDES
1. Store and apply herbicides, pesticides and rodenticides in accordance with label
restrictions.
2. Store herbicides, pesticides and rodenticides in their original containers with the
label, which lists directions for use, ingredients and first aid steps in case of
accidental poisoning.
3. Do not store herbicides, pesticides and rodenticides in areas where flooding is
possible or where they may spill or leak into wells, stormwater drains, ground water
or surface water. If a spill occurs, clean area immediately.
4. Do not stockpile these materials onsite.

2. Additional Documentation
In addition to the E&SC Plan documents above, the following items shall be kept on the

and available for agency inspectors at all times during normal business hours, unless the
Division provides a site -specific exemption based on unique site conditions that make this
requirement not practical:
(a) This general permit as well as the certificate of coverage, after it is received.
(b) Records of inspections made during the previous 30 days. The permittee shall record
the required observations on the Inspection Record Form provided by the Division or
a similar inspection form that includes all the required elements. Use of
electronically -available records in lieu of the required paper copies will be allowed if
shown to provide equal access and utility as the hard -copy records.
(c) All data used to complete the Notice of Intent and older inspection records shall be
maintained for a period of three years after project completion and made available
upon request. [40 CFR 122.41]
PART III
SELF -INSPECTION, RECORDKEEPING AND REPORTING
SECTION C: REPORTING
1. Occurrences that must be reported
Permittees shall report the following occurrences:
(a) Visible sediment deposition in a stream or wetland.
(b) Oil spills if:
• They are 25 gallons or more,
• They are less than 25 gallons but cannot be cleaned up within 24 hours,
• They cause sheen on surface waters (regardless of volume), or
• They are within 100 feet of surface waters (regardless of volume).
(a) Releases of hazardous substances in excess of reportable quantities under Section 311
of the Clean Water Act (Ref: 40 CFR 110.3 and 40 CFR 117.3) or Section 102 of CERCLA
(Ref: 40 CFR 302.4) or G.S. 143-215.85.
(b) Anticipated bypasses and unanticipated bypasses.
(c) Noncompliance with the conditions of this permit that may endanger health or the
environment.
2. Reporting Timeframes and Other Requirements
After a permittee becomes aware of an occurrence that must be reported, he shall contact
the appropriate Division regional office within the timeframes and in accordance with the
other requirements listed below. Occurrences outside normal business hours may also be
reported to the Division's Emergency Response personnel at (800) 662-7956, (800)
858-0368 or (919) 733-3300.

GENERAL PERMIT REQUIREMENT NOTES
NOTES: STATEMENT OF PERMIT AND CONTRACTOR RESPONSIBILITIES
1. PROJECT SITE CONTAINS JURISDICTIONAL WATERS OF THE U.S (WOTUS).
2. PROJECT INVOLVES IMPACTS TO WOTUS IN SEVERAL LOCATIONS.
3. PROPOSED IMPACTS TO WOTUS ARE REGULATED BY THE CLEAN WATER ACT SECTIONS 404 AND 401.
4. PERMITS HAVE BEEN OBTAINED BY SCOTLAND COUNTY ECONOMIC DEVELOPMENT, LAURINBURG, NC TO AUTHORIZE THE PROPOSED IMPACTS TO WOTUS
AND ARE SUBJECT TO THE TERMS AND CONDITIONS OF THE PERMITS.
5. CWA 404/401 PERMIT REQUIREMENTS, TERMS, AND CONDITIONS ARE SUMMARIZED ON THIS SHEET ALONG WITH VARIOUS ASSOCIATED DETAILS AND
SPECIFICATIONS.
6. A COPY OF THE PERMITS HAVE BEEN PROVIDED TO THE CONTRACTOR AT THE PRE -CONSTRUCTION MEETING. THE CONTRACTOR IS RESPONSIBLE FOR
READING THE PERMITS, PLANS AND SPECIFICATIONS, AND UNDERSTANDING HIS/HER RESPONSIBILITIES UNDER THE PERMITS, WHICH INCLUDE BUT ARE
NOT LIMITED TO: AVOIDANCE OF IMPACTS TO WETLANDS OUTSIDE PERMITTED AREA, WORKING IN THE DRY, STOCK PILING AND REUSE OF WETLAND SOILS
IN THE PERMITTED CROSSING AREA, RESEEDING WITH NATIVE SPECIES FOR PERMANENT COVER.

PRACTICABLE AND SHALL NOT EXCEED 30' WIDE FOR GAS UTILITY LINES AND 20' WIDE FOR ALL OTHER UTILITY LINES EXCEPT AT MANHOLE LOCATIONS.
15' X 15' PERPENDICULAR VEHICLE TURN-AROUNDS ARE ALLOWED IN ACCESS CORRIDORS BUT MUST BE SPACED AT LEAST 500' APART. EXCEPTIONS TO
THIS CONDITION REQUIRE APPLICATION TO AND WRITTEN APPROVAL FROM DWR.
3. THE CONTRACTOR WILL HAVE A SPECIFIC PLAN FOR RESTORING WETLAND CONTOURS. ANY EXCESS MATERIAL WILL BE REMOVED TO A HIGH GROUND
DISPOSAL AREA.
THE MIXING OF TOPSOIL AND SUBSOILS WITHIN THE WETLANDS ALONG UTILITY CORRIDORS SHOULD BE MINIMIZED TO THE GREATEST EXTENT PRACTICAL.
DURING EXCAVATION, THE SOILS WILL BE PLACED ON FABRIC TO MINIMIZE IMPACTS WHENEVER POSSIBLE. TOPSOIL EXCAVATED FROM UTILITY TRENCHES
WILL BE PILED SEPARATELY FROM SUBSOILS AND WILL BE BACKFILLED INTO THE TRENCH ONLY AFTER THE SUBSOILS HAVE BEEN PLACED AND
COMPACTED.
4. NO WASTE, SPOIL, SOLIDS, OR FILL OF ANY KIND CAN OCCUR IN WETLANDS OR WATERS BEYOND THE FOOTPRINT OF THE IMPACTS (INCLUDING
TEMPORARY IMPACTS) AS AUTHORIZED IN THE WRITTEN APPROVAL FROM DWR; OR BEYOND THE PERMITTED THRESHOLDS WITHOUT WRITTEN
AUTHORIZATION.
NO REMOVAL OF VEGETATION OR OTHER IMPACTS OF ANY KIND CAN OCCUR TO STATE REGULATED RIPARIAN BUFFERS BEYOND THE FOOTPRINT OF
IMPACTS APPROVED IN A BUFFER AUTHORIZATION OR VARIANCE OR AS LISTED AS AN EXEMPT ACTIVITY IN THE APPLICABLE RIPARIAN BUFFER RULES.
5. ALL DEVICES SHALL BE MAINTAINED ON ALL CONSTRUCTION SITES, BORROW SITES, AND WASTE PILE (SPOIL) SITES, INCLUDING CONTRACTOR OWNED OR
LEASED BORROW PITS ASSOCIATED WITH THE PROJECT. SUFFICIENT MATERIALS REQUIRED FOR STABILIZATION AND/OR REPAIR OF EROSION CONTROL
MEASURES AND STORMWATER ROUTING AND TREATMENT SHALL BE ON -SITE AT ALL TIMES.
6. SEDIMENT AND EROSION CONTROL MEASURES WILL NOT BE PLACED IN WETLANDS OR WATERS EXCEPT WITHIN THE FOOTPRINT OF TEMPORARY OR
PERMANENT IMPACTS AUTHORIZED UNDER THE PERMITS. EXCEPTIONS TO THIS CONDITION REQUIRE APPLICATION TO AND WRITTEN APPROVAL FROM DWR.
7. EROSION CONTROL MATTING THAT INCORPORATES PLASTIC MESH AND/OR PLASTIC TWINE MUST NOT BE USED ALONG STREAMBANKS OR WITHIN WETLANDS.
EXCEPTIONS TO THIS CONDITION REQUIRE APPLICATION TO AND WRITTEN APPROVAL FROM DWR.
8. AN NPDES CONSTRUCTION STORMWATER PERMIT (NCG010000) IS REQUIRED FOR CONSTRUCTION PROJECTS THAT DISTURB ONE OR MORE ACRES OF LAND.
THE NCG010000 PERMIT ALLOWS STORMWATER TO BE DISCHARGED DURING LAND DISTURBING CONSTRUCTION ACTIVITIES AS STIPULATED IN THE
CONDITIONS OF THE PERMIT. IF THE PROJECT IS COVERED BY THE PERMITS, FULL COMPLIANCE WITH PERMIT CONDITIONS INCLUDING THE EROSION AND
SEDIMENTATION CONTROL PLAN, INSPECTIONS AND MAINTENANCE, SELF -MONITORING, RECORD KEEPING AND REPORTING REQUIREMENTS IS REQUIRED.
9. ALL WORK IN OR ADJACENT TO STREAMS SHOULD BE CONDUCTED SO THAT THE FLOWING STREAM DOES NOT COME IN CONTACT WITH THE DISTURBED
AREA. APPROVED BEST MANAGEMENT PRACTICES FROM THE MOST CURRENT VERSION OF THE NC SEDIMENT AND EROSION CONTROL MANUAL, OR THE NC
DOT CONSTRUCTION AND MAINTENANCE ACTIVITIES MANUAL, SUCH AS SANDBAGS, ROCK BERMS, COFFERDAMS, AND OTHER DIVERSION STRUCTURES
SHOULD BE USED TO MINIMIZE EXCAVATION IN FLOWING WATER. EXCEPTIONS TO THIS CONDITION REQUIRE APPLICATION TO AND WRITTEN APPROVAL FROM
DWR.
10. CULVERTS WILL BE DESIGNED AND INSTALLED IN SUCH A MANNER THAT THE ORIGINAL STREAM PROFILES ARE NOT ALTERED AND ALLOW FOR AQUATIC
LIFE MOVEMENT DURING LOW FLOWS. THE DIMENSION, PATTERN, AND PROFILE OF THE STREAM ABOVE AND BELOW A PIPE OR CULVERT WILL NOT BE
MODIFIED BY WIDENING THE STREAM CHANNEL OR BY REDUCING THE DEPTH OF THE STREAM IN CONNECTION WITH THE CONSTRUCTION ACTIVITY. THE
WIDTH , HEIGHT, AND GRADIENT OF A PROPOSED CULVERT SHALL BE SUCH AS TO PASS THE AVERAGE HISTORICAL LOW FLOW AND SPRING FLOW
WITHOUT ADVERSELY ALTERING FLOW VELOCITY.
PLACEMENT OF CULVERTS AND OTHER STRUCTURES IN STREAMS SHOULD BE BELOW THE ELEVATION OF THE STREAMBED BY ONE FOOT FOR ALL
CULVERTS WITH A DIAMETER GREATER THAN 48", AND 20% OF THE CULVERT DIAMETER FOR CULVERTS HAVING A DIAMETER LESS THAN OR EQUAL TO
48", TO ALLOW LOW FLOW PASSAGE OF WATER AND AQUATIC LIFE.
IF MULTIPLE PIPES OR BARRELS ARE REQUIRED, THEY SHOULD BE DESIGNED TO MIMIC THE EXISTING STREAM CROSS SECTION AS CLOSELY AS POSSIBLE
INCLUDING PIPES OR BARRELS AT FLOOD PLANE ELEVATION AND/OR SILLS WHERE APPROPRIATE. WIDENING THE STREAM CHANNEL SHOULD BE AVOIDED.
WHEN TOPOGRAPHIC CONSTRAINTS INDICATE CULVERT SLOPES OF GREATER THAN 5%, CULVERT BURIAL IS NOT REQUIRED, PROVIDED THAT ALL
ALTERNATIVE OPTIONS FOR FLATTENING THE SLOPE HAVE BEEN INVESTIGATED AND AQUATIC LIFE MOVEMENT/CONNECTIVITY HAS BEEN PROVIDED WHEN
POSSIBLE (E.G. ROCK LADDERS, CROSS VEINS, ETC.). NOTIFICATION, INCLUDING SUPPORTING DOCUMENTATION TO INCLUDE A LOCATION MAP OF THE
CULVERT, CULVERT PROFILE DRAWINGS, AND SLOPE CALCULATIONS, SHOULD BE PROVIDED TO DWR 60 CALENDAR DAYS PRIOR TO THE INSTALLATION OF
THE CULVERT.
WHEN BEDROCK IS PRESENT IN CULVERT LOCATIONS, CULVERT BURIAL IS NOT REQUIRED PROVIDED THAT THERE IS SUFFICIENT DOCUMENTATION OF THE
PRESENCE OF BEDROCK. NOTIFICATION, INCLUDING SUPPORTING DOCUMENTATION SUCH AS A LOCATION MAP OF THE CULVERT, GEOTECHNICAL REPORTS,
PHOTOGRAPHS, ETC. SHALL BE PROVIDED TO DWR A MINIMUM OF 60 CALENDAR DAYS PRIOR TO THE INSTALLATION OF THE CULVERT. IF BEDROCK IS
DISCOVERED DURING CONSTRUCTION, THEN DWR SHALL BE NOTIFIED BY PHONE OR EMAIL WITHIN 24 HOURS OF DISCOVERY.
IF OTHER SITE SPECIFIC TOPOGRAPHIC CONSTRAINTS PRECLUDE THE ABILITY TO BURY THE CULVERTS AS DESCRIBED ABOVE AND/OR IT CAN BE
DEMONSTRATED THAT BURYING THE CULVERT WOULD RESULT IN DESTABILIZATION OF THE CHANNEL, THEN EXCEPTIONS TO THIS CONDITION REQUIRE
APPLICATION TO AND WRITTEN APPROVAL FROM DWR.
11. APPLICATION OF FERTILIZER TO ESTABLISH PLANTED/SEEDED VEGETATION WITHIN DISTURBED RIPARIAN AREAS AND/OR WETLANDS WILL BE CONDUCTED AS
AGRONOMIC RATES AND MUST COMPLY WITH ALL OTHER FEDERAL, STATE AND LOCAL REGULATIONS. FERTILIZER APPLICATION WILL BE ACCOMPLISHED IN A
MANNER THAT MINIMIZES THE RISK OF CONTACT BETWEEN THE FERTILIZER AND SURFACE WATERS.
12. IF CONCRETE IS USED DURING CONSTRUCTION, THEN ALL NECESSARY MEASURES WILL BE TAKEN TO PREVENT DIRECT CONTACT BETWEEN UNCURED OR
CURING CONCRETE AND WATERS OF THE US. WATER THAT INADVERTENTLY CONTACTS UNCURED CONCRETE CAN NOT BE DISCHARGED TO WATERS OF THE
US.
13. ALL PROPOSED AND APPROVED TEMPORARY FILL AND CULVERTS MUST BE REMOVED AND THE IMPACTED AREA RETURNED TO NATURAL CONDITIONS
WITHIN 60 CALENDAR DAYS AFTER THE TEMPORARY IMPACT IS NO LONGER NECESSARY. THE IMPACTED AREAS WILL BE RETURNED TO ORIGINAL GRADE,
INCLUDING EACH STREAM'S ORIGINAL CROSS SECTIONAL DIMENSIONS, PLANFORM PATTERN, AND LONGITUDINAL BED PROFILE. ALL TEMPORARY IMPACTS
SHOULD BE RESTORED AND STABILIZED WITH NATIVE VEGETATION.
14. ALL PROPOSED AND APPROVED TEMPORARY PIPES/CULVERTS/RIP-RAP PADS ETC. IN STREAMS SHOULD BE INSTALLED AS OUTLINED IN THE MOST
RECENT EDITION OF THE NC SEDIMENT AND EROSION CONTROL PLANNING AND DESIGN MANUAL OR THE NCDOT BEST MANAGEMENT PRACTICES FOR
CONSTRUCTION AND MAINTENANCE ACTIVITIES SO AS NOT TO RESTRICT STREAM FLOW OR CAUSE DIS-EQUILIBRIUM DURING USE OF THIS CERTIFICATION.
15. ANY RIP -RAP REQUIRED FOR PROPER CULVERT PLACEMENT, STREAM STABILIZATION, OR RESTORATION OF TEMPORARILY DISTURBED AREAS WILL BE
RESTRICTED TO THE AREA DIRECTLY IMPACTED BY THE APPROVED CONSTRUCTION ACTIVITY. ALL RIP -RAP SHOULD BE PLACED SUCH THAT THE ORIGINAL
STREAM ELEVATION AND STREAM BANK CONTOURS ARE RESTORED AND MAINTAINED, SHOULD NOT RESULT IN THE DE -STABILIZATION OF STREAM BED OR
BANKS UPSTREAM OR DOWNSTREAM OF THE AREA, AND SHOULD NOT RESTRICT AQUATIC LIFE PASSAGE.
16. ANY RIP -RAP USED FOR STREAM OR SHORELINE STABILIZATION WILL BE OF SIZE AND DENSITY TO PREVENT MOVEMENT BY WAVE, CURRENT, OR STREAM
FLOWS, WILL CONSIST OF CLEAN ROCK OR MASONRY MATERIAL. RIP -RAP SHOULD NOT BE INSTALLED IN THE STREAMBED EXCEPT IN SPECIFIC AREAS
REQUIRED FOR VELOCITY CONTROL AND TO ENSURE STRUCTURAL INTEGRITY OF BANK STABILIZATION MEASURES.
17. ALL MECHANIZED EQUIPMENT OPERATED NEAR SURFACE WATERS SHOULD BE INSPECTED, FUELED, LUBRICATED, AND MAINTAINED REGULARLY AND
MAINTENANCE PERFORMED IN A MANNER TO PREVENT CONTAMINATION OF STREAM WATER FROM FUELS, LUBRICANTS, HYDRAULIC FLUIDS, OR OTHER TOXIC
MATERIALS.
18. HEAVY EQUIPMENT WORKING IN WETLANDS WILL BE PLACED ON MATS OR OTHER MEASURES TAKEN TO MINIMIZE SOIL DISTURBANCE.
19. THE CONTRACTOR OR OTHER RESPONSIBLE ENTITY WILL REPORT ANY PETROLEUM SPILL OF 25 GALLONS OR MORE; ANY SPILL REGARDLESS OF AMOUNT
THAT CAUSES A SHEEN ON SURFACE WATERS; ANY PETROLEUM SPILL REGARDLESS OF SIZE THAT OCCURS WITHIN 100-FEET OF SURFACE WATER; AND
ANY PETROLEUM SPILL LASS THAN 25 GALLONS THAT CANNOT BE CLEANED UP WITHIN 24 HOURS.
WETLAND NOTES - NCDEQ GENERAL CONDITIONS:
1. FOR ALL UTILITY LINES CONSTRUCTED WITHIN WETLANDS, AN ANTI -SEEP COLLAR
SHALL BE PLACED AT THE DOWNSTREAM (UTILITY LINE GRADIENT) WETLAND
BOUNDARY AND EVERY 150 FEET UP THE GRADIENT UNTIL THE UTILITY EXITS
THE WETLAND. ANTI -SEEP COLLARS MAY BE CONSTRUCTED WITH CLASS B
CONCRETE, COMPACTED CLAY, PVC PIPE, OR METAL COLLARS. WETLAND
CROSSINGS THAT ARE DIRECTIONALLY DRILLED, AND PERPENDICULAR WETLAND
CROSSINGS THAT ARE OPEN CUT AND LESS THAN 150 FEET LONG DO NOT
REQUIRE ANTI -SEEP COLLARS.
2.THE MIXING OF TOPSOIL AND SUBSOILS WITHIN THE WETLANDS ALONG UTILITY
CORRIDORS SHALL BE MINIMIZED TO THE GREATEST EXTENT PRACTICAL. DURING
EXCAVATION, THE SOILS SHALL BE PLACED ON FABRIC TO MINIMIZE IMPACTS
WHENEVER POSSIBLE. TOPSOIL EXCAVATED FROM UTILITY TRENCHES WILL BE
PILED SEPARATELY FROM SUBSOILS AND WILL BE BACKFILLED INTO THE TRENCH
ONLY AFTER THE SUBSOILS HAVE BEEN PLACED AND COMPACTED. WETLAND
CONTOURS SHOULD BE RESTORED TO ORIGINAL CONDITIONS.
3.SEDIMENT AND EROSION CONTROL MEASURES SHALL NOT BE PLACED IN

5.ALL WORK IN OR ADJACENT TO STREAMS SHALL BE CONDUCTED SO THAT THE
FLOWING STREAM DOES NOT COME IN CONTACT WITH THE DISTURBED AREA.
6.PERMANENT CULVERTS SHALL BE DESIGNED AND INSTALLED IN SUCH A MANNER
THAT THE ORIGINAL STREAM PROFILES ARE NOT ALTERED AND ALLOW FOR
AQUATIC LIFE MOVEMENT DURING LOW FLOWS.
7.ALL TEMPORARY FILL AND CULVERTS SHALL BE REMOVED AND THE IMPACTED
AREA SHALL BE RETURNED TO NATURAL CONDITIONS WITHIN 60 CALENDAR
DAYS AFTER THE TEMPORARY IMPACT IS NO LONGER NECESSARY. THE
IMPACTED AREAS SHALL BE RESTORED TO ORIGINAL GRADE, INCLUDING EACH
STREAM'S ORIGINAL CROSS -SECTIONAL DIMENSIONS, PLANFORM PATTERN, AND
LONGITUDINAL BED PROFILE. ALL TEMPORARILY IMPACTED SITES SHALL BE
RESTORED AND STABILIZED WITH NATIVE VEGETATION.
8.ANY RIP -RAP REQUIRED FOR PROPER CULVERT PLACEMENT, STREAM
STABILIZATION, OR RESTORATION OF TEMPORARILY DISTURBED AREAS SHALL BE
RESTRICTED TO THE AREA DIRECTLY IMPACTED BY THE APPROVED
CONSTRUCTION ACTIVITY. THE RIP -RAP SHALL BE OF A SIZE AND DENSITY TO
PREVENT MOVEMENT BY WAVE, CURRENT ACTION, OR STREAM FLOWS, AND
SHALL CONSIST OF CLEAN ROCK OR MASONRY MATERIAL FREE OF DEBRIS OR
TOXIC POLLUTANTS. ALL RIP -RAP SHALL BE PLACED SUCH THAT THE
ORIGINAL STREAM ELEVATION AND STREAMBANK CONTOURS ARE RESTORED AND
MAINTAINED.
9.ALL MECHANIZED EQUIPMENT OPERATED NEAR SURFACE WATERS SHALL BE
INSPECTED AND MAINTAINED REGULARLY TO PREVENT CONTAMINATION OF
STREAM WATERS FROM FUELS, LUBRICANTS, HYDRAULIC FLUIDS, OR OTHER
TOXIC MATERIALS. HEAVY EQUIPMENT WORKING IN WETLANDS SHALL BE PLACED
ON MATS OR OTHER MEASURES SHALL BE TAKEN TO MINIMIZE SOIL
DISTURBANCE.
NOTE: WHERE THERE IS ANY OVERLAP OF REQUIREMENTS
BETWEEN PERMITTED STREAM AND WETLAND DETAILS AND NOTES
(AS SHOWN ON SHEETS C-506 AND C-507) AND ANY EROSION
AND SEDIMENTATION CONTROL DETAIL/NOTE OR ANY OTHER
ASPECT OF THE CONTRACT PLANS AND SPECIFICATIONS,

1. CONSTRUCT A STABILIZED EARTHEN BERM BETWEEN THE DEWATERING DEVICE AND THE TRENCH
TO PROTECT THE TRENCH IN THE EVENT OF A FAILURE.
2. PLACE DEWATERING FILTER TUBE/ SOCK ON THE GROUND OR ON A TRAILER OVER A

TEMPORARY BYPASS NOTES
1. Install all erosion control measures as shown on Erosion
Control Plan and in this detail.
2. Construct impervious dike (recommend sand bags or other
easily removable material) on upstream side of existing channel
and install temporary bypass pump to divert water around
construction area. All material must be completely removed
following construction.
3. Construct impervious dike (recommend sand bags or other
easily removable material) on downstream side of existing
channel to prevent backing up of stream water into the
construction area.
4. Dewater the construction area using another temporary pump
and discharge water into a dewatering basin until sediment has
settled and water can be discharged back into stream.
Dewatering basin must be outside of any restricted buffer areas,
use wattles instead of earth berm if reasonable.
5. Begin construction of buired water line and elevated sewer
line across existing channel. Contractor shall inspect system
daily before beginning any construction. No construction shall
continue if system is not fully operational.
6. Any wash material removed from bypass area should be
stored outside the flood zone or regulated buffer area until
construction is complete.
7. Upon installation and backfill of water main excavation and
installation of aerial sewer main, remove bypass system within
(2) two calendar days.
8. Stabilize all areas disturbed during construction. Stream bed
and banks must be returned to pre —construction conditions.
9. Contractor shall receive prior approval from engineer if
choosing to use another method in lieu of bypass channel.
