Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The proposed project area consists of approximately 15,995 linear feet of cleared and maintained road shoulder along US Highway 64 East, and approximately 4.8-acres of an undeveloped wooded property which contains a portion of the Horsepasture River and several wetland areas. The general land use in the proximity consists of undeveloped forested land, commercial, and residential properties. 4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past?* Yes No Unknown If yes, please give the DWR Certification number or the Corps Action ID (exp. SAW-0000-00000). Project 401/404 permit approvals received November 4, 2020 (DWR# 20-1125) and December 9, 2020 (Action ID. 2013-00712. See attached. This PCN is intended as a request for permit renewal. Existing 404 permit expires March 18, 2022. 4f. List the total estimated acreage of all existing wetlands on the property: 4g. Explain the purpose of the proposed project:" The purpose of the proposed project is to construct a new WWTP and sewer collection system which will accommodate potential future population growth and permit the connection of outstanding and future wastewater allocations that have been delayed due to lack of capacity rather than to replace aging infrastructure. The current WWTP serving the Cashiers community was constructed in 2005 and discharges to the Chattooga River. The Chattooga River is designated as an Outstanding Resource Water. The current WWTP contains aging infrastructure, and has limitations in wastewater service. These limitations have hindered new development in the area which negatively impacts the local economy. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:" This proposed project requires the construction of 2,115 If of 8" gravity sewer line, which is the minimum diameter permitted by State standards. An additional 2,170 If of 10" gravity sewer line will be constructed in the eastern portion of the system to accommodate gravity flow toward the Ingle's pump station from the Intersection pump station's receiving manhole. Finally, 3,870 If of 12" gravity sewer line will be constructed to the influent pump station at the new WWTP site, collecting flows from the Ingle's pump station. Approximately 2,850 If of 8" force main will be constructed to convey flows from the Intersection pump station to the 10" gravity sewer line described above. From the Ingle's pump station approximately 4,990 If of 10" force main will follow US Highway 64 eastward to the 12" gravity sewer line. A control valve located at US Highway 64 will allow flows to be diverted to the existing 6" diameter force main following US Highway 64 westward to a manhole from which gravity flow will be directed toward the existing WWTP. Proposed sewer lines will be installed in previously cleared and maintained road shoulders. Existing culverted streams crossing under Highway 64 will be avoided via directional bore below or open cut trenching above pipe. No stream or wetland impacts are anticipated as a result of the proposed sewer line installation. The majority of the proposed WWTP facility, associated erosion control and stormwater measures, and appurtenances will be constructed in upland areas and will not result in impacts to jurisdictional waters. The WWTP outfall structure (discharge pipe and concrete headwall) will be constructed within the bank of the Horsepasture river resulting in approximately 8 linear feet of permanent stream impacts (Impact S4) and 10 linear feet of temporary stream impacts (Impact S5). Temporarily impacted river bed and banks will be returned to original conditions using original excavated material, and stabilized with fully biodegradable matting, native NC riparian seed mix, and native live stakes. A pump around or other approved flow diversion will be used to ensure that all in -stream work occurs in the dry. The proposed access road from Highway 64 will cross Wetland C, the Horsepasture River, and the UT to the Horsepature River (Stream 2). Plans call for a free spanning bridge to be constructed across the Horsepasture River to avoid permanent river impacts. Initial plans called for an access road crossing in the northeastern corner of the property, but the Horsepature River channel is heavilty eroded and near vertical in that section, and is within a few feet of the edge of pavement on Hwy 64. An access road could not be designed in this area without relocating the river and constructing large bridge footings. A temporary river crossing (Impact S1 - 95LF and Impact W1 - 0.01-acres) will be constructed in the Horsepasture River during bridge and road construction to allow for equipment access and bridge placement. The temporary crossing was designed to fit as many temporary pipes in the existing river channel as possible to provide unobstructed flow. The five 48" HDPE temporary pipes will be stabilized with geotextile fabric backed rip rap, #57 washed stone, and grouted with concrete. No live concrete will come in contact with river flow. A pump around or other approved flow diversion will be used to ensure that all in -stream work occurs in the dry. All temporary crossing materials will be removed from river channel post construction, river bed and banks and wetland will be returned to original conditions using original excavated material and stabilized with fully biodegradable matting, native NC riparian seed mix, and native live stakes. Bridge and road construction will result in 0.08-acres (Impact W2) of permanent impacts to Wetland C. The proposed access road will also cross Stream 2. Approximately 48 linear feet of double 30" HDPE pipes with concrete headwalls is proposed for the crossing (Impact S2 - 52LF). The proposed HDPE pipes will be embedded 6" into the stream bed to allow for passage of aquatic organisms during low flow conditions. Installation of the pipes will result in 20LF of temporary stream impacts for equipment access and grading (Impact S3 - 20LF). A pump around or other approved flow diversion will be used to ensure that all in -stream work occurs in the dry. Temporarily impacted stream bed and banks will be returned to original conditions using original excavated material, and stabilized with fully biodegradable matting, native NC riparian seed mix, and native live stakes. Multiple access road designs were considered in an attempt to avoid permanent stream and wetland impacts. This route was ultimately chosen as it provides access from Hwy 64 that meets NCDOT standards, allows for a bridge crossing of the Horsepasture River, and allows for proper road gradient up to the WWTP site. Typical grading equipment such as back hoes, dump trucks, excavators, and bulldozers will be used on the proposed project. 5. Jurisdictional Determinations 5a. Multiple access road designs were considered in an attempt to avoid permanent stream and wetland impacts. This route was ultimately chosen as it provides access from Hwy 64 that meets NCDOT standards, allows for a bridge crossing of the Horsepasture River, and allows for proper road sizing, turning radius, and gradient up to the WWTP site. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: A pump around or other approved flow diversion will be used to ensure that all in -stream work occurs in the dry. Temporarily impacted stream bed and banks will be returned to original conditions using original excavated material, and stabilized with fully biodegradable matting, native NC riparian seed mix, and native live stakes. No live concrete will come in contact with surface water and will be allowed to cure for 24 hours before natural flow is returned. 2.
