SUBJECT: Moratorium Relief Request for CAMA Permit No. 44-07, Port City Marine
Maintenance Dredge, Wilmington, North Carolina
Dear Mr. Morrison:
This letter is in response to the above referenced CAMA permit modification request received by
the DCM Morehead City office via email on January 20, 2022. To review this request, we
coordinated with the NC Division of Marine Fisheries (NCDMF) and NC Wildlife Resource
Commission (WRC).
The requested action pertains to a two -week relief from the conditioned dredging moratorium
(February 1 to July 31), to end on March 7, 2022. This moratorium was conditioned to protect
juvenile and anadromous finfish populations, and to minimize adverse impacts to fisheries
resources. While concerns remain about the effects of dredging on these resources, NCDMF and
WRC have approved moratorium relief through March 7, 2022.
Please note that DCM's Wilmington Regional Office has identified several violations to the
current permit regarding dredge material disposal. Therefore, this approval does not permit the
applicant to continue dredging under CAMA permit #44-07 until the project is brought into
compliance with the permit's conditions.
The Division of Coastal Management grants this one-time moratorium relief request through
March 7, 2022, with the understanding that every effort will be made to complete the authorized
work within the approved relief period. As a reminder, please work with the DCM Wilmington
field staff to ensure the project is brought back into compliance prior to any work beginning
