Corey Basinger, Regional Supervisor Water Quality Regional Operations Section Mooresville Regional Office Division of Water Resources, NCDEQ Subject: Notice of Violation and Intent to Assess Civil Penalty Tracking Number: NOV-2022-LV-0107 Permit No. NC0073571 North Iredell High School Iredell County FEB 1 0 2022 WORDS MOORESVIâ–º I F REGIONAL OFFICE Mr. Basinger, Thank you for allowing North Iredell High School the opportunity to respond to the following Notice of Violation. This response pertains to the (2) Fecal Coliform daily maximum exceedance events that occurred during the December 2021 monitoring period. The North Iredell High School WWTP effluent exceeded permit levels for Fecal Coliform on December 13th and December 20th, resulting in two daily maximum violations. During this period, leaves entered the aeration basin and settled in the clarifier, causing multiple return line blockages that required repeated jetting of the lines until the blockages were removed. The repeated instances of clogging and jetting of the return lines created disturbances to the clarifier that resulted in solids going over the weir and entering the chlorine basins. This, combined with the presence of foliar debris in the clarifier and chlorination basins, created conditions that caused fecal coliform levels to exceed the permitted limit. The jetting process involved using a water jet to release debris from the return lines, followed by pumping the 3 chlorine basins back to the 13Q basin for treatment and thoroughly cleaning the chlorine basins. The plant returned to compliance once the blockages had been cleared and a final cleaning of the chlorination basins was performed. The fecal coliform result reported for the 29th was <I col. Since this time, no further compliance problems have occurred. It is always the goal of North Iredell High School to remain in compliance with regulations set forth by the Division of Water Resources. It is our request that our cooperation and action in these matters be taken into account by the Division when proceeding with enforcement.
