In order for Joshua White to sign, the application package requires an agent authorization letter from the applicant. A sample agent authorization letter can be found on the USACE website. [15A NCAC 02H .0502(f)] Sorry for it not being attached to the original package. It is typically in our JD package and was signed in September prior to the submittal. Sorry. Please see attached "Agent Authorization LITTLE LICK CREEK RESTORATION PROJECT." 2) This project is located within the Neuse River Basin and subject to the Neuse River Riparian Buffer Rules. No Buffer Impacts are requested in the PCN. Zones 1 and 2 of the Buffer are not shown on the impact maps, but it appears that this project will have impacts within the buffer. Please provide additional details on impacts to the Riparian Buffer, including amount per impact per zone (sq ft) and type of impacts (15A NCAC 02B .0714(11)). [15A NCAC 02B .0611(b), 15A NCAC 02B .0714] The buffer impacts (Zone 1 and Zone 2) for this project are for stream restoration activities. According to the Table of Uses located in 15A NCAC 02B .0233(6), Stream Restoration is an exempt activity. However, the buffer zones and areas are located in the back of the plansheets. I have attached the two sheets from the planset for quicker access. File is labeled, "Grove Park Buffer Zones." 3) The most recently published NRCS Soil Survey refers to the most recent paper -bound copy of the NRCS soil surveys, not the Web Soil Survey. (https://deq.nc.Rov/water-quality/surface-water-protection/401/buffer- rules/interpretiverulingnres-soilsurveymaps/download). The most recently published NRCS Soil Surveys are available as pdfs on the NRCS website (https://www.nres.usda.Rov/wps/portal/nres/surveylist/soils/survey/state/?stateld=NC). Please provide a copy of the most recently published NRCS Soil Survey. [15A NCAC 02B .0714] Attached is the from the 1976 Durham Soil Map.
