Dear Mr. Pridgen:
On February 28, 2022, Mitch Hayes and Chris Smith of the Raleigh Regional Office conducted an
inspection at the subject facility. The assistance of Laura Pruitt Pretreatment Coordinator, Andrew
Mlot, Chemist, and yourself with this inspection was greatly appreciated. Below is a list of findings
developed from the inspection and review of the permit:
1. The permit became effective March 01, 2021 and will expire May 31, 2025.
2. The 14 MGD WRF plant consists of the following units: Influent pump station with four
(4) VFD pumps; three (3) mechanical bar screens; one (1) manual bar screen; two (2)
vortex grit collectors; two (2) grit classifiers; screenings compactor; influent ultrasonic
flow meter; two (2) equalization basins; one (1) biological phosphorus removal tank;
three (3) primary clarifiers; seven (7) aeration basins; five (5) secondary clarifiers;
carbon source feed facility; five (5) deep bed denitrification filters; sodium hypochlorite
disinfection tank; reaeration basin with sodium bisulfite dechlorination; effluent
ultrasonic flow meter; one (1) reuse water basin; a reclaim water facility; one (1) plastic
lined reclaimed water pond; four (4) anaerobic digesters heated by natural gas or
methane generated from digesters; a sludge thickening and dewatering building with
two (2) gravity belt thickeners (GBT), two (2) belt filter presses (BFP), three (3) return
waste activated sludge pump stations; a ten -ton per day alkaline sludge stabilization
facility capable of producing Class A dewatered sludge; three (3) liquid sludge holding
tanks; sludge drying beds; a septage receiving station and two on -site generators to
provide emergency power.
3. At the time of inspection, the following was observed: all 4 influent pumps are
operational and used concurrently; the 2 mechanical screens, 2 vortex grit collectors,
and the 2 grit classifiers were operational and used concurrently but only one of each
were in service; the 2 EQ basins were empty; primary clarifiers 1 and 2 were in service;

aeration basin number 7 was out of service. Aeration basins 1, 2, 3, 4, 5, and 6 appeared
to be operating normally; the color of the influent was a medium chocolate brown with
foam covering over 75% of the service; all secondary clarifiers were in service; weirs are
covered to prevent algae growth; sludge blanket in the number 1 secondary clarifier was
6.5 feet with a sidewall depth of 16 feet; sludge blanket in the number 2 secondary
clarifier was 4.5 feet with a sidewall depth of 11.5 feet; all tertiary sandfilters were in
service, the effluent in the clear well appeared clear; ; the reuse water pond was not in
service; the GBT and 1 BFP were not being operated; Class B biosolids took up
approximately 50% of the floor which are stored under shelter; effluent at the outfall
appeared clear with no foam or solids.
4. Granville Farms operates the Land Application Program under permit WQ0001896. Class
B solids are land applied on private farms or transported to Eastern Composting in
Battleboro, NC.
5. Discharge Monitoring Reports for the period April 2020 through February 2022 were
reviewed for compliance with permit limits and monitoring requirements. A Notice of
Deficiency was issued for exceeding permit limit for flow for January 2021; a Notice of
Violation was issued for exceeding permit limit for flow for February 2021. There were
no other violations for the review period.
6. Commercial lab results, chain of custody records, and bench sheets were compared with
data submitted on the Discharge Monitoring Report (DMR) for the month of December
2021. No discrepancies were noted.

basins; five (5) secondary clarifiers; carbon source feed facility; five (5) deep bed denitrification
filters; sodium hypochlorite disinfection tank; reaeration basin with sodium bisulfate dechlorination;
effluent ultrasonic flow meter; one (1) reuse water basin; a reclaim water facility; one (1) plastic lined
reclaimed water pond; four (4) anaerobic digesters heated by natural gas or methane generated from
digesters; a sludge thickening and dewatering building with two (2) gravity belt thickeners (GBT), two
(2) belt filter presses (BFP), three (3) return waste activated sludge pump stations; a ten -ton per day
alkaline sludge stabilization facility capable of producing Class A dewatered sludge; three (3) liquid
sludge holding tanks; sludge drying beds; a septage receiving station and two on -site generators to
provide emergency power.
At the time of inspection, the following was observed: all 4 influent pumps are operational and used

operational and used concurrently but only one of each were in service; the 2 EQ basins were empty;
primary clarifiers 1 and 2 were in service; aeration basin number 7 was out of service. Aeration
basins 1, 2, 3, 4, 5, and 6 appeared to be operating normally; the color of the influent was a medium
chocolate brown with foam covering over 75% of the service; all secondary clarifiers were in service;
weirs are covered to prevent algae growth; sludge blanket in the number 1 secondary clarifier was
6.5 feet with a sidewall depth of 16 feet; sludge blanket in the number 2 secondary clarifier was 4.5
feet with a sidewall depth of 11.5 feet; all tertiary sandfllters were in service, the effluent in the clear
well appeared clear; ; the reuse water pond was not in service; the GBT and 1 BFP were not being
operated; Class B biosolids took up approximately 50% of the floor which are stored under shelter;
effluent at the outfall appeared clear with no foam or solids.
