Dear Mr. Crabtree:
The Division received your application for a wastewater discharge permit on November 5, 1997.
Division personnel have reviewed and approved your application. Accordingly, we are forwarding
herewith the attached NPDES discharge permit. This permit is issued pursuant to the requirements
of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated December 6, 1983, and as subsequently
amended.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such
demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. Complete
and submit the enclosed Permit Name / Ownership Change Form if a change in ownership or control
of this discharge occurs. The Division may require modification or revocation and reissuance of the
permit.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality, the Division of Land Resources, the Coastal Area
Management Act or any other Federal or Local governmental permit that may be required. If you have

SPECIAL CONDITIONS
A(2). TOTAL NITROGEN MONITORING
The Permittee shall calculate annual total nitrogen mass loading as the sum of monthly loadings, according to
the following equations:
(1) Monthly Loading (lb) = Days x TN x Q, x 8.34
where:
Days = the number of discharge days in that month
TN = the average total nitrogen concentration (mg/1) of the grab samples collected during the
month
Q,,, = the average daily waste flow (MGD) for the month
8.34 = conversion factor, from (mg/1 x MGD) to pounds
The annual mass loading is the sum of the monthly loadings:
(2) Annual Mass Loading (1b/yr)= E (Monthly Loadings) for the calendar year
The permittee shall report the total nitrogen concentration for each sample and the monthly mass loading, in the
appropriate monthly self -monitoring report; and the annual total nitrogen mass loading, in the self -monitoring
report for December of each year.

Reference is made to the above mentioned Draft National Pollutant
Discharge Elimination System Permit. We have reviewed this permit
application and determined that the proposed discharge will not be
sufficiently close to any existing or known proposed public water supply
intake so as to create an adverse effect on water quality.
We concur with the issuance of this permit provided the facility is
operated and maintained properly, the stated effluent limits are met prior to
discharge, and the discharge does not contravene the designated water
quality standards.

Summary
The treatment system has not yet been constructed but would consist of a 2' by 2' by 4'
deep backwash sump and discharge pipe to discharge filter backwash water from a green
sand filter located at Heather Glen Water System, Heather Ridge Subdivision.
The facility would discharge to an unnamed tributary to Sevenmile Creek (Class WS-IV
NSW) in the Neuse River Basin. The discharge would have to travel about 200 feet over
a forest floor with a good leaf litter cover. This would prevent erosion and provide some
natural filtering of the discharge. This could almost be considered a nondischarge system.

SUPPLEMENT TO EFFLUENT LIMITATIONS
AND MONITORING REQUIREMENTS
SPECIAL CONDITIONS
A(2). TOTAL NITROGEN MONITORING
The Permittee shall calculate annual total nitrogen mass loading as the sum of monthly loadings, according to
the following equations:
(1) Monthly Loading (lb) = Days x TN x Q„, x 8.34
where:
Days = the number of discharge days in that month
TN = the average total nitrogen concentration (mg/1) of the grab samples collected during the
month
Q„. = the average daily waste flow (MGD) for the month
8.34 = conversion factor, from (mg/1 x MGD) to pounds
The annual mass loading is the sum of the monthly loadings:
(2) Annual Mass Loading (1b/yr)= E (Monthly Loadings) for the calendar year
The permittee shall report the total nitrogen concentration for each sample and the monthly mass loading, in the
appropriate monthly self -monitoring report; and the annual total nitrogen mass loading, in the self -monitoring
report for December of each year.
