DIVISION OF ENVIRONMENTAL MANAGEMENT
September 9, 1981
MEMORANDUM
TO: Forrest Westall, Head
Technical Services Branch
FROM: Jim Mulligan, Regional Supervisor
Washington Regional Office
SUBJECT: Wasteload Allocation
Town of Vanceboro
Craven County
In regard to Waste Load Allocation Form #116 and your September 3, 1981 memorandum
on subject topic, we find that there still may be some additional changes recommended.
When the Vanceboro area was sewered, the Farm Life Elementary School was served,
ceasing its discharge to Mauls Swamp as the City's discharge was initiated. There
is still some question about the distance between the actual point of discharge and
the mouth of Mauls Swamp. An on site investigation to address this issue will be
performed soon. It is possible that the discharge location and flow pattern may be
such that there is no bank to bank mix in Mauls Swamp prior to the confluence with
Swift Creek. If so, effluent limits based on Swift Creek may tend to be more repre-
sentative of the actual zone of impact. The review of the proposed effluent limita-
tions will be deferred until the field report is made.
If further information or clarification is required, please advise.
