Introduction This report presents the Phase I - Pretreatment Program Development as mandated under Article F of the Town of Vanceboro's NPDES Permit (NC0031828). Items 1 through 3 which are required to be submitted under Phase I are listed as follows: a. An industrial user survey as required by 40 CFR 403.8(f)(2)(i-iii) and 15 NCAC 2H.0905, including identification of all industrial users and the character and amount of pollutants contributed to the POTW by these industrial users. b. An evaluation of legal authorities to be used by the permittee to apply and enforce the requirements of Sections 307(b) and (c) and 402(b)(8) of the Clean Water Act, including those requirements outlined in 40 CFR 403.8(f)(1) and 15 NCAC 2H.0905. c. Technical information (including specific analytical data) necessary to develop a headworks analysis. 2. Background The Town of Vanceboro has been out of compliance with respect to the parameter "flow" on its NPDES permit. Exceeding the average daily flow limit of 100,000 gallons per day caused the Town of Vanceboro to apply for a revised NPDES permit on September 12, 1990. The revised permit was received effective September 1, 1992. The revised permit listed the requirements of the Industrial Pretreatment Program (please refer to Introduction). Also limits were established which require phosphorus removal, dechlorination, expanded tertiary treatment for improved BOD removal and relocation of the discharge point from the Mauls Swamp to the Swift Creek (a few hundred feet). The Town of Vanceboro was placed under a Special Order by Consent by the State of North Carolina in July, 1991 and contracted Rivers and Associates to perform consulting engineering services as required to upgrade the Town's wastewater treatment plant to meet the new limits. Accordingly, a Preliminary Engineering Report was submitted to the State on October 1, 1991 and Plans and Specifications were submitted on January 31, 1993. It is emphasized that flow is the only NPDES parameter of which the Town has not been in compliance. There have been no reported treatment problems associated with industrial or other contributing wastes. The one industry contributing to the Town's wastewater system, Standt, reportedly discharges only domestic wastes, cooling water and non -detergent rinse waters. In response to the April 12, 1993 letter to Mayor Morris from Julia Storm of NCDEM, the Town of Vanceboro collected samples of the Standt industrial discharge and the Vanceboro WWTP influent and effluent. The samples were analyzed in order to have the necessary information for the headworks analysis to be performed for Phase II of the Industrial Pretreatment Program (See Appendix D). The cost for rental of the sampler units was $454.00. In addition, laboratory charges for testing the samples was $938.00. These prices do not include the costs of labor to set-up and maintain the sampler units and deliver the samples to the lab for testing. 1001 -2- 3. Industrial Waste Survey A master list of all nondomestic users was generated by the Town of Vanceboro and included herein as Table 1. The nondomestic users can be segregated into general categories as follows: • One industry - Standt • Potential Contributors of Non -Domestic Wastes Laundromat, School, Medical Center, Funeral Home • Potential Contributors of Oil & Grease - Automotive, Food, Hair Salons and Related Uses • Domestic Waste from Bathrooms Only Commercial, Office and Related Uses These users are listed on Tables 2 through 5 by categories as follows: Table No. User's Category 2 Industry 3 Potential Contributors of Non -Domestic Wastes 4 Potential Contributor of Oil & Grease 5 Domestic Waste Contributors Only Table 2 lists Standt as the only industry contributing to the Town of Vanceboro's wastewater system. An Industrial Waste Survey for Standt is included at the end of this report as Appendix A. A discussion on the Standt operation is included at the end of this chapter. Table 3 lists the potential contributors of non -domestic wastes. The Farm Life Elementary School has a cafeteria and bathrooms. While the cafeteria has the potential to contribute some grease and minor organic wastes, this is not believed to be significant and is thereby recommended to be dropped from the list of potential "process" waste contributors. The Vanceboro Laundromat may have the potential to contribute oil and detergent residues. However, since the ban on phosphate detergents, the contribution is considered insignificant. 1001 -3- The Eastern Carolina Internal Medicine Center and the Wilkerson Funeral Home have the potential of discharging medical related wastes. However, these discharges are closely monitored and are not believed to adversely impact the Town's wastewater treatment process. Also due to the small quantity of wastes generated, we do not believe it is customary for these types of businesses to require industrial pretreatment. Therefore, none of the users listed on Table 3 are considered further as potential "process" wastewater dischargers. Table 4 lists the potential contributors of oil and grease. The appropriate businesses have grease traps as mandated by the State Building Code. The Town has not reported significant oil and grease problems in the wastewater collection system. Also, there is no indication that there is inhibition of treatment at the Town's wastewater treatment plant due to oil and grease. We, therefore, recommend that none of the users listed on Table 4 be considered as potential "process" wastewater dischargers. Table 5 lists the non -domestic customers that have bathrooms only contributing to the Town's wastewater system. Only domestic strength waste is discharged and the Table 5 list of users are dropped from further consideration for industrial pretreatment. We, therefore, conclude that Standt is the only potential discharger of process wastes which should be considered for participation in the Industrial Pretreatment Program. A more detailed discussion of the Standt operation follows. The Edelmann Division of Standt (formerly Epicor Industries and Roberk Division of Parker Hannifin Corporation) manufacturers and assembles rubber windshield wiper blades and plastic accessories. Standt is listed in the 1992-93 Directory of North Carolina Manufacturing Firms as the manufacturer of "Windshield Wiper Blades': and "Auto Windshield Wiper Products". (See Appendix B). Standt extrudes the raw rubber into the windshield wiper shape by melting the rubber through a die and passing it through a salt bath. Standt also extrudes the plastic spline accessories that support the rubber wiper blades. The frame that the plastic spline fits into is injection molded by Standt. Until recently, Standt discharged up to 67,170 gallons per day of wastewater to the Vanceboro sewage system. After July, 1992 approximately 42,800 gallons per day of non -contact cooling water was segregated from the wastewater stream which discharges to Vanceboro. The result is an approximate total flow of 30,390 gallons per day of wastewater from Standt, broken down as follows: Domestic Waste Contact Cooling Water Process (Washing Machine) Air Pollution Control Unit 2,750 GPD 3,360 GPD 18,400 GPD 5,880 GPD 1001 -4- The 2,750 GPD of domestic waste represents the discharge volume when three shifts are in operation and is a higher number than being produced by the current 1 to 2 shifts of operation. The 3,360 GPD of contact cooling water is generated by the spray on the rubber in the salt bath and the cooling water on the plastic extruder. Only minute concentrations of salt and zinc stearate may be detected in the wastewater from the process. The plastic extruder cooling water contains no contaminants as the clean water cools the plastic and is discharged. The 18,400 GPD of process wastes are generated when the salt is rinsed from the rubber blades in the washing machines. Again only minuscule quantities of salt concentrations are present in the waste. No detergent is used in the washing machines. Pretreatment of the washing machine wastewater is accomplished through charcoal filters before discharge into the Town's sewer collector. The air pollution control unit discharges a condensate flow of 5,880 GPD. These are the only waste discharges of Standt. Standt contracts with Southchem to remove air compressor oil and spent hydraulic fluids. Standt discharges about 30,390 gallons per day of the Town's total wastewater flow of about 150,000 gallons per day (20.3%). This exceeds the minimum established value of 5 percent and therefore, by definition, is considered a Significant Industrial User (SIU). Also Standt is a categorized industry under the categories of "Plastics Processing" and "Rubber". However, the Town of Vanceboro has experienced no compliance problems, with the exception of flow. 1001 -5- 4. Legal Authority To ensure the Town of Vanceboro will possess the necessary legal authority, a draft copy of the proposed Sewer Use Ordinance is enclosed as Appendix C. After review and approval by the State, the Town will adopt the Ordinance as required by the State. 1001 -6- 5. Technical Information Enclosed in Appendix D is the technical information to be used as the basis for the headworks analysis. This information consists of sampling results for the Standt industrial discharge and the Vanceboro WWTP influent and effluent. The headworks analysis is required as part of the Phase II Report of the Industrial Pretreatment Program. Appendix E contains the Town of Vanceboro Preliminary Engineering Report (PER) dated September, 1991. The PER provides descriptive background information, plant performance and analysis data, and plant effluent and sludge limitations.
