Lee and Craig,
Thank you for taking the time to meet with me on Tuesday to begin discussing this project. As discussed, I am attaching
a copy of the Neuse River Table of Uses for Riparian Buffers [15A NCAC 02B .0714(11)]. You can also find it here:
https://deq.nc.gov/about/divisions/water-resources/water-resources-regulations-guidance/401-buffer-permitting-
statutes under "Riparian Buffers".
You can find a help document for the ePCN here: https://deq.nc.gov/about/divisions/water-resources/water-quality-
permitting/401-buffer-authorization/application-forms under "Pre -Construction Notification (PCN) Form and Help
Document". Please note that an Agent Authorization Form will be required if this application is submitted by someone
other than the owner of the property. A sample Agent Authorization can be found on the US Army Corps of Engineers
site here:
https://www.saw.usace.army.mil/Portals/59/docs/regulatory/regdocs/Permits/SAMPLE AGENT AUTHORIZATION FOR
M.pdf
I am CC'ing Rick Trone from the DWR Central Office in case he is assigned this project once your application is received.
Rick, this is the Water Reclamation Facility in Clayton that Chris asked about the other week. They are still working on
their PCN, but the attached draft is what they had before our Tuesday meeting for future reference.
I am also CC'ing Chris Hopper of the U.S. Army Corps of Engineers. Chris, thank you for getting us looped into the project
early!
If you have any other questions, please let me know. Have a wonderful day!

Hi Colleen,
Gannett Fleming Project Development Corp. is working on the Town of Clayton Wastewater Reclamation Facility
Project. It is currently at 60% design headed toward 90%.
I am meeting this afternoon with Chris @ the ACOE and wanted to touch base with you on any NC permits that are
missing for the project. I am attaching a document that the Town gave to me for NC permitting.
Please let me know what other information I can provide to assist.
Best Regards,
