The discussion relates to the Town of Clayton's proposed new Waste Water Reclamation Facility on the Neuse River (east of Covered Bridge Road, South of the River, near the confluence of Sam's Branch). Assuming it requires more than one sitting to complete, please be sure to click 'save draft' at the bottom. You'll be prompted to enter a password and email address and will receive a link to access it again. Anyone with the password can access to continue work from then on. I have copied my counterparts at the State's 401 program. They'll be issuing approval for this work too and would be solely responsible for approving any work in riparian buffers. Please reach out to them at this early stage as well. Their program includes some timing considerations (pre -application periods/possible public notices, etc). Based on the project you described, I believe a nationwide permit (NWP) 39 would be appropriate. Considerations beyond my program that I will need to ensure you've addressed are: 3 North Carolina Division of Water Resources (401 program) US Fish and Wildlife Service —Threatened and Endangered Species NOAA National Marine Fisheries Service —Threatened and Endangered Species State Historic Preservation Office —Cultural and Historic Resources Federal Emergency Management Agency — Floodplains I know Gannett Flemming has fairly robust inhouse support for these requirements so I encourage you to discuss internally to keep all the cats running together.
