This is the final phase of the same project; we need additional mitigation to compensate for recent changes in the plan.
Yes, we will need an additional 0.9 wetland credits and 70 stream credits. You can call them "new" if that makes the
paperwork easier.

Is this another mod of the same project? You guys received a permit mod on November 29, 2012. We invoiced and
received payment in the amount of $64,996.60 for 64 stream credits and 0.6 riparian wetland credits. The executed
credit transfer was sent to you and Brad via email on Jan 29, 2013. Are you seeking the difference in stream and
wetland credits or a new request of 0.9 wetland credits and 70 stream credits?

I emailed you over a year ago (attached). I think that ultimately, the Corps would not let us use your bank due to
the impacts being too close to a tidally influenced area. Not sure, but apparently Brad is OK with us buying
credits at your bank at this point. We need to obtain 0.89 credits for wetlands and 70 linear feet for stream
impacts. Do you still have capacity?

Good point Todd.
This statement by the consultant was in reference to the modification from Phase I to Phase II when the Base
thought they could avoid the runway setback. At that point in the process the projected impacts did drop from
0.96 to 0.45. I chose to speak in terms of the initial (0.96) to current (1.34) as the first Public Notice would have
referred to 0.96.
I was trying avoid confusion, guess it didn't work. I appreciate your input.

I am somewhat confused. The statement below is from the modification request letter summarizing permitted
jurisdictional impacts for Phase III:
"Unavoidable Impacts. Unavoidable impacts due to the relocation of Perimeter Road summarized below, in
comparison to the impacts as previously predicted. Formerly anticipated permanent impacts were 0.45 acre;
currently, the applicant anticipates approximately 1. 34 acres of jurisdictional wetland impacts."
Your explanation below states that the initial authorized impact is 0.96 acres which I believe may be erroneous.
In doing the math I come up with an additional 0.96 acres of wetland impact. As long as the applicant is
providing additional compensatory mitigation in the amount relating to 0.96 acres, the EPA has no concerns
with the modification request.

Attached you will find a modification request prepared by Dial Cordy on behalf of US Marine Corps Base,
Camp Lejeune, Onslow County. The modification request is the final phase of a previously issued individual
permit, known as P683/P687 Maintenance Hangar, Parking Structure, and Airfield Service Roads on Marine
Corps Air Station New River (AID# 2010 - 01797). The initial individual permit was issued August 15, 2012
which authorized the entire project but separated the action into phases (I, II, and III). Phase I was authorized
for construction while Phase II and III would be authorized for construction later once plans has been finalized.
Later in November of 2012, the Base was issued authorization for Phase II and III as predicted impacts were
close to finalized impacts.
Due to later refinements of the plans and the implementation of required federal aviation safety regulations the
impacts have changed. To summarize the initial impacts for phase III were authorized at 0.96 of an acre, these
impacts have now increased to 1.34 acres.
The Corps has decided to not place the project back out on public notice as no comments beyond resource and
permitting agency were received during the first notice. I am seeking input for you all on the current
modification request relative to your program requirements. Please provide comments back to the Corps by
March 31, 2104 so that the Corps can forward any comments to the consultant to address prior to making the
modification decision.
Your assistance as always is appreciated and please let me know if you need additional information concerning
the project or its history.

Pursuant to your recent credit request, Bachelors Delight Mitigation Bank (BDMB) is providing confirmation
of acceptance to supply riparian wetland compensatory mitigation credits for impacts associated with the
MCAS New River Runway /Hangar Project (Permit Modification). This acceptance is conditional upon
receipt of payment as outlined below. Please refer to the table below depicting the type and quantity of
credits requested and reserved for your project.

Note that the BDMB provides wetland credits in 0.1 -acre increments. Based upon receipt of your email

time for the credit reservation beyond this date.
Upon request for receipt of credit transfer, BDMB will issue an invoice in the amount of $87,831.80.
Upon receipt of payment, BDMB will provide an executed Transfer of Credit Certificate. Note that all
payments must be made with certified funds. It is the applicant's responsibility to ensure that the credit
types and amounts requested are consistent with the compensatory mitigation requirements of the
permit(s) issued. BDMB and /or its agents are not responsible for determining the applicant's mitigation
