As stated in your letter dated July 14, 1997, you have recently conducted a 3-day trial burn of sludge in
the No. 1 power boiler. This Division sent you a letter dated June 10, 1997 allowing the temporary storage of
the boiler feed mixture for that trial. In a more recent letter dated July 14, 1997, you requested that the Division
of Water Quality grant the Champion Roanoke Rapids Mill permission to temporarily store a mixture of
sawdust and sludge for an eight to ten day sludge burning trial. Any runoff associated with this mixture will be
routed to the storm water pond and will then be pumped to your wastewater treatment plant, ultimately
discharging from NPDES No. NC0000752, Outfall 001. The mixture will be placed on the 18" thick concrete
pad. The purpose of the storage is to perform a trial burn of the mixture in the No. 1 power boiler and evaluate
the feasibility of the mixture going the the boiler(s).
The Division grants this request on a temporary basis only, through August 15, 1997. Should Champion
wish to use the mixture on a permanent basis, the NPDES permit will have to be modified to include this
additional wastestream. Please contact the regional office if any problems develop.

As per our telephone conversation, attached is the subject letter that you suggested Steve
sign for Preston. Attached to the letter is supporting information. Please copy us on the signed
letter. Champion had earlier requested that the sludge/sawdust material be temporarily stored on
sawdust versus the concrete pad which they now propose. It is recommended that the permission
be granted.

The area we are going to store the 44 %-sludge 56 % sawdust mix is West
of -the Debarking drum at the Long log: Woodyard storage. The area is lined
by a concrete pad that is contoured so that any runoff will go to the storm
water pond and is -then pumped to our wastewater treatment plant. The
sludge is 40 % solids and the sawdust is 42% solids.
We ptin on storing the material there until Friday June 13, 1997 any
residual material will then be hauled to our landfill. If there are any

Attached is a letter to Champion Intyernational Corporation
approving the storage of sludge and sawdust on site for a two week
period.. beside the boiler. The company .is conducting a study to
determine if they can reduce the volume:`of sludge going to their
landfill. Air Quality has already approved this project. This
sludge is generated in the WWTP permitted by DWQ. It is primary
clarifier sludge which is pressed. This sludge usually goes to the
lined landfill from which the drainage goes back to the WWTP. All
runoff from the storage of this material will go back to the WWTP.
They are planning to put down 2 feet of dry sawdust under the
mixture in the area where they storeto protect groundwater and the
mixture will be stored for a maximum of 14 days. The trial is
planned for June 10, 11, and 12./ We have extended approval through
June 30, 1997, in case there are delays.

As per our conversation May 22, 1997, Champion's Roanoke Rapids Mill is planning to
do a sludge burning trial in June. We are requesting permission to store a mixture of
sawdust and sludge at the north end of our chip pile. The mix will be 44% sludge and
So% sawdust_ Any runoff -that would come from the material would be contained by
ditches on the south and west sides. These ditches drain into a stormwater pond that is
pumped into our wastewater surge pond, where it is then pumped to the head of the waste
water treatment system.
This three day sludge burning trial is to determine if it would be feasible to bum sludge in
our boilers. If this is a usable fuel source, then we would also be able to reduce the
volume of material to our landfill. The blending of the material will take place the week
of -June 2. We plan to burn the sludge in the boilers June 10, 11, and 12.
